About the Opportunity

Parsons Corporation is seeking a highly talented Project Commercial Manager to join its site-based construction supervision and project management team. This full-time role is located in Riyadh, Saudi Arabia, specifically for a major public realm development in Diriyah. The successful candidate will lead all commercial, contracts, and cost management activities for the project.

Project Context

The project involves a significant public realm development in Diriyah, which includes a series of iconic and neighborhood parks, open spaces, and over 55 kilometers of streetscape. The program's objective is to create a vibrant, inclusive environment that enhances livability, accessibility, and community well-being within the region.

Key Responsibilities

• Lead all commercial, contracts, and cost management activities for the project, ensuring alignment with client objectives and Parsons’ standards.
• Administer FIDIC or similar forms of contract, including managing variations, claims, extensions of time, and dispute avoidance/resolution.
• Oversee procurement and contract awards, including preparation, review, and negotiation of contract documents, and coordination with legal and corporate teams as required.
• Manage and validate payment certificates, invoices, and financial reporting, ensuring accurate cost capture and budget control.
• Monitor project budgets, forecasts, and cash flow, providing regular commercial reports and dashboards to the client and senior management.
• Establish and maintain robust change management processes, including evaluation, negotiation, and formalization of change orders.
• Provide commercial risk assessments and mitigation strategies, advising the project leadership on contractual and commercial risk exposure.
• Lead and mentor the commercial and quantity surveying team, ensuring consistent application of procedures, standards, and best practices.
• Liaise with the client, consultants, contractors, and internal stakeholders to resolve commercial issues and maintain strong working relationships.
• Support project audits, compliance reviews, and internal governance requirements, ensuring adherence to Parsons and client policies.

Required Qualifications and Experience

• A proven track record in cost management, contract administration, and commercial leadership on large-scale, multi-package projects.
• Experience ranging from 5 to 10 years in a relevant capacity.
• Demonstrated ability to perform effectively in a management capacity.

Essential Skills and Attributes

• Excellent negotiation, analytical, and problem-solving skills, with the ability to develop and defend well-reasoned commercial positions.
• Strong leadership and team management skills, including experience managing multi-cultural commercial/Quantity Surveying (QS) teams.

Work Environment

This is a full-time, site-based position within the construction supervision and project management team, operating in Riyadh and Ad Dir'iyah, Saudi Arabia.
