About the Role

Qiddiya Investment Company is seeking a Senior Manager - Worker Welfare to lead and manage worker welfare across its operational environment in Riyadh, Riyadh Province. This full-time role is critical in ensuring safe, healthy, dignified, and compliant living and working conditions for all employees, contractors, and service providers operating within Qiddiya-controlled assets, venues, precincts, events, and public realm environments. The role requires 5-10 years of relevant experience.

Worker Welfare Framework and Oversight

This position is responsible for owning the development, implementation, and assurance of city-wide worker welfare standards, management systems, and improvement programs. The Senior Manager will provide operational oversight of welfare performance and ensure compliance with all applicable legal, regulatory, client, and Qiddiya requirements.

  • Develop, implement, maintain, and continuously improve the Qiddiya City Operations Worker Welfare Framework, standards, procedures, management plans, and assurance programs.
  • Own and maintain the Worker Welfare Management Plan for operational assets and city-wide operations, ensuring consistent implementation across all locations, shifts, service providers, and contractors.
  • Provide subject matter expertise on worker welfare, labor standards, and workforce wellbeing matters across City Operations.
  • Lead a risk-based program of inspections, audits, and assurance activities covering accommodation, welfare facilities, transport, sanitation, water quality, pest control, housekeeping, recreational facilities, wellbeing services, and workforce support arrangements.
  • Monitor corrective actions arising from audits, inspections, complaints, and investigations, ensuring timely and evidenced closure.
  • Maintain readiness for internal, client, and regulatory inspections through effective governance, reporting, and record management.

Operational Integration and Management

The Senior Manager will partner closely with various operational departments to integrate welfare requirements, manage service providers, and ensure welfare considerations are addressed across all operational phases and events.

  • Ensure worker welfare requirements are integrated into operational policies, contractor management processes, mobilization activities, and operational risk management programs.
  • Manage welfare-related contractors and service providers, including accommodation operators, Facilities Management providers, transport contractors, catering providers, cleaning services, security providers, and other workforce support functions.
  • Define welfare requirements, service expectations, SLAs, KPIs, and performance standards within contracts and service agreements.
  • Support operational readiness, mobilization, and asset handover programs by ensuring worker welfare requirements are incorporated into design reviews, commissioning, mobilization, and go-live activities.
  • Provide worker welfare oversight and assurance for temporary, seasonal, and event-related workforces operating across Qiddiya-controlled assets, venues, events, and public realm environments.
  • Operate and oversee worker welfare grievance, escalation, and reporting mechanisms, including accessible and confidential reporting channels, ensuring concerns are triaged, investigated, and closed promptly, fairly, and consistently.

Leadership and Continuous Improvement

This role involves leading a dedicated team, fostering engagement, and driving continuous improvement initiatives based on performance data and feedback to enhance workforce wellbeing outcomes.

  • Lead and develop the worker welfare team across multiple operational locations and assets, setting clear roles, accountabilities, and escalation arrangements.
  • Establish competency, training, and development programs for welfare personnel and ensure effective coverage across the city portfolio.
  • Promote worker engagement, awareness, and wellbeing initiatives across operational environments and contractor workforces.
  • Develop and maintain city-wide worker welfare dashboards, KPIs, and performance reports covering audit results, accommodation compliance, grievance trends, heat stress controls, contractor compliance, workforce engagement, service quality, non-conformances, and corrective action closure.
  • Use performance data, benchmarking, worker feedback, and assurance findings to drive continuous improvement across City Operations.
  • Build strong relationships with internal stakeholders, contractors, regulators, and external service providers to improve worker welfare outcomes.

Qualifications and Experience

  • Bachelor's degree in Social Sciences, Public Health, Occupational Health & Safety, Facilities Management, Hospitality Management, or a related discipline.
  • 5-10 years of experience in a relevant field.
  • Training or certification in worker welfare, labor standards, social compliance, HSE, auditing, or facilities management, such as social compliance auditor training, NEBOSH, IOSH, or ISO auditing, is preferred.
  • Demonstrated capability in multi-site auditing, evidence-based close-out of corrective actions, vendor and SLA management, grievance handling, contractor assurance, stakeholder engagement, and performance reporting.
  • Experience supporting operational readiness, mobilization, asset handover, major events, or peak operational periods is preferred.
