Abdullah A. Al-Barrak & Son Co. is seeking an experienced HSE Team Leader to join its operations in Al Jubail, Eastern Province. This full-time role involves leading the HSE team in the overall administration and implementation of critical HSE initiatives, programs, and procedures, particularly within the oil & gas sector.

Role Overview

The HSE Team Leader is responsible for ensuring a safe working environment across various projects, including oil & gas process plants, cross-country pipeline projects, and shutdown/turnaround operations. The role focuses on developing, implementing, and continuously improving HSE management systems and performance within the company's operational framework.

Key Responsibilities

  • Manage and lead the HSE team in the overall administration and implementation of HSE initiatives, programs, and procedures.
  • Participate in the development and implementation of operational risk assessments to identify and mitigate hazards for critical activities.
  • Conduct Behavioural Safety Audits (BSA) and high-profile tours as per HSEMS guidelines.
  • Carry out or arrange workplace HSE inspections and audits, ensuring that any remedial recommendations are implemented.
  • Audit subcontractors for compliance with HSE systems and procedures.
  • Maintain accident statistics, analyze trends, and propose and implement remedial actions where necessary.
  • Ensure that company HSE policies, procedures, regulations, and objectives are effectively implemented.
  • Foster continuous improvement of existing HSE Management Systems through sharing of best practices.
  • Monitor HSE performance of subcontractors and ensure contractual and other relevant requirements are satisfied adequately.
  • Assist with the investigation of accidents, incidents (including ‘near misses’), and dangerous occurrences, and make recommendations to prevent recurrence.
  • Develop and manage HSE awareness campaigns.
  • Ensure that all critical activities are risk assessed, and control measures are applied before execution.
  • Manage activities undertaken by subordinates and identify their HSE training needs.
  • Maintain an in-depth knowledge of all laws surrounding construction safety, and develop and implement policies, procedures, and other company-wide safety standards.
  • Establish, implement, and improve the HSE Management Plan, Company’s HSE policy requirements, performance standards, objectives, and targets.
  • Set up project HSE programs and procedures, including training and audit programs, to ensure they meet project HSE goals and objectives, and prepare and implement remedial/improvement initiatives to address areas of inadequacy.
  • Manage all HSE support functions, including recruitment and HSE training.

Required Qualifications and Experience

  • Bachelor's Degree in Mechanical Engineering or Safety Engineering.
  • 10-12 years of experience in Safety, specifically within Oil & Gas Process Plants, Cross-country Pipeline Projects, or Shutdown/Turnaround environments.
  • Must be an OHSAS 18001 & ISO 14001 Lead Auditor.
  • Must be a NEBOSH holder or OSHA trained.
  • Saudi / Gulf experience is preferred.

Work Environment and Location

This is a full-time position based in Al Jubail, Eastern Province. The role operates within dynamic industrial environments, including oil & gas process plants and pipeline projects, requiring a proactive approach to safety leadership.
