This full-time Project & Stakeholder Manager role is based in Al Khobar, Eastern region.

Role Overview

The Project & Stakeholder Manager will be responsible for managing assigned projects and design packages from initiation through close-out, ensuring delivery aligns with client objectives, scope, budget, and quality standards. This role involves significant coordination with multidisciplinary engineering teams, project controls, and a wide range of internal and external stakeholders, including Saudi authorities and utility providers. The position requires 5-10 years of experience.

Key Responsibilities

• Manage projects and design packages from initiation to close-out, ensuring alignment with client objectives and contractual requirements.
• Develop and maintain Project Execution Plans, defining scope, deliverables, milestones, and communication protocols.
• Coordinate multidisciplinary engineering teams and ensure project activities adhere to approved programs, budgets, and quality standards.
• Monitor project progress, identify deviations, and implement corrective actions.
• Coordinate with Project Controls for scheduling, budgeting, forecasting, and performance monitoring.
• Develop and implement Project Stakeholder Management Plans, identifying and engaging all internal and external stakeholders.
• Establish effective working relationships with clients, authorities, utility providers, and other project participants.
• Coordinate authority approvals, permits, and NOCs, preparing and submitting technical packages to relevant Saudi authorities such as SEC, NWC, CST, STC, and RCJY.
• Act as the primary day-to-day contact for clients, managing expectations and ensuring client satisfaction.
• Maintain control of contractual and technical project scope, identifying and managing potential changes and additional services.
• Lead project risk and opportunity workshops, establishing registers, assessing risks, and assigning mitigation measures.
• Ensure projects comply with Assystem’s Quality Management System and project management procedures.
• Maintain awareness of project budget, expenditure, and commercial performance, supporting forecasting and identifying efficiency improvements.

Qualifications and Experience

• Essential: Demonstrable experience managing engineering/design or infrastructure projects.
• Preferred: Previous experience working on projects in the Kingdom of Saudi Arabia.
• Essential: Good understanding of multidisciplinary design processes.
• Preferred Certifications: Relevant Saudi Council of Engineers registration for candidates practicing an engineering profession.

Required Competencies and Technical Skills

• Competencies: Team leadership, technical problem-solving, design coordination, technical checking and review, client-facing communication, service-provider coordination, authority coordination, planning and organization, quality awareness, risk awareness, ability to manage multiple design packages simultaneously, and ability to work effectively within multidisciplinary and multicultural teams.
• Software and Digital Skills: Working knowledge of AutoCAD, Revit, Navisworks, Microsoft Visio, BIM collaboration platforms, network planning/design tools, Wi-Fi survey/design software (where applicable), CCTV design tools (where applicable), and Microsoft Office.
