Quality Manager

About the Role

ECEC East Consulting Engineering Company is seeking an experienced Quality Manager to serve as the PMC representative for all QA/QC matters. This full-time position is based in Al Khobar, Eastern region, and involves working on a prestigious high-rise twin-tower development that includes a 5-star hotel and luxury residential units.

Role Overview

The Quality Manager will be responsible for developing, implementing, and maintaining the Project Quality Management System (QMS). The role ensures that all construction activities, from structural works to luxury fit-out and commissioning, comply with project specifications, international standards, and client requirements. This position requires a proactive leader to facilitate communication and ensure quality standards are met across all project stages.

Key Responsibilities

• Develop, implement, and maintain the project-specific Quality Management Plan (QMP) in alignment with ISO 9001 and client standards.
• Establish project QA/QC procedures, Inspection and Test Plans (ITPs), checklists, and method statements for high-rise luxury construction.
• Monitor adherence to the QMS across all construction phases, including structural, architectural, MEP, façade, and interior fit-out works.
• Review and approve the Contractor’s Project Quality Plan, QA/QC procedures, and ITPs.
• Coordinate with the Construction Supervision Consultant (CSC) to review inspections, monitor work quality, and verify acceptance of completed works.
• Conduct regular site inspections, audits, and surveillance activities across all construction disciplines.
• Review design drawings, specifications, and material submittals for quality and compliance.
• Issue, monitor, and close Non-Conformance Reports (NCRs), Site Observation Reports (SORs), and corrective/preventive actions (CAPA).
• Oversee quality requirements during testing, commissioning, completion, and handover phases.
• Provide QA/QC input for project reports and prepare quality performance reports and KPIs for management and the Client.

Qualifications and Experience

• Education: Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or a related engineering discipline.
• Experience: Minimum 15 years of total experience in Quality Assurance/Quality Control within construction or PMC environments.
• Minimum 8–10 years of experience on high-rise residential, commercial, or mixed-use tower projects, with a preference for projects exceeding 20 floors.
• Proven experience in PMC or engineering consultancy environments overseeing Contractor and CSC quality performance.
• GCC/KSA project experience is strongly preferred.

Certifications

• ISO 9001 Lead Auditor certification is highly advantageous.
• Professional certification in Quality Management (*, Certified Quality Manager, Lean Six Sigma) is a plus.
• Saudi Council of Engineers (SCE) registration is preferred for candidates applying within Saudi Arabia.
