About the Role

Hill International (KSA) is seeking a Contracts Management Department Manager to join their team in Riyadh, Riyadh Province. This full-time role involves overseeing all aspects of contracts management within the organization, ensuring compliance and efficient operations for large-scale projects. The position requires a professional with over 10 years of experience in contracts management.

Key Responsibilities

  • Develop and ratify the department's operating structure, processes, and procedures based on PMM guidelines.
  • Ensure functional compliance for awarded contracts across various areas including performance, guarantees, invoicing, payment, change management, claims, handover, defects, warranty, and close-out.
  • Maintain functional responsibility for contract administrators assigned to different clusters and business units.
  • Assess the capabilities of the client's existing contracts staff and recommend appropriate roles and responsibilities.
  • Prepare the Contracts Management Section's knowledge transfer program, including comprehensive on-the-job learning.
  • Review change requests and claims, providing recommendations for approval.
  • Support other departments with contracts formation and management services, including templates for various service contracts.
  • Support NWC in reviewing the commercial aspects of bid packages and monitoring adherence to contractual and procurement regulations.
  • Ensure proper implementation of project close-out processes and procedures according to PMM.
  • Review project suspension and withdrawal requests, providing recommendations for approval.
  • Ensure continuous compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.

Qualifications and Experience

  • Bachelor's degree in Engineering from an accredited university.
  • Minimum of 20 years of experience in contracts management, including overall responsibility for contract management on large-scale projects.
  • Experience with the Kingdom of Saudi Arabia procurement law is required.
  • Direct experience managing workload distribution, execution of work, and personnel management.
  • Demonstrated experience in the formation and administration of contracts and subcontracts, including pre-qualification, bid compilation, evaluation, award, performance monitoring, back charges, and dispute resolution.
  • Technical and administrative knowledge of engineering/construction industry contracting practices, government and commercial procurement regulations, policies, procedures, and work practices.
  • Proven experience in pricing, contract law, contract drafting, administration, negotiation of change orders, effective correspondence, planning, and scheduling.
  • Thorough knowledge of prime contracts management administration, as well as subcontract formation and administration, execution office, and field procedures related to multi-discipline construction projects.
  • Experience working in KSA is preferred.
