  • Evaluating telecommunications infrastructure, including duct routes, fiber-optic cabling, access networks, and provisions for service provider connections.
  • Coordinating design between electrical/telecom systems and other infrastructure elements, identifying clashes and constructability issues.
  • Reviewing technical submittals, shop drawings, material submissions, method statements, and RFIs, issuing documented technical comments.
  • Monitoring installation and construction to verify conformity with approved designs, specifications, and quality plans through site inspections.
  • Coordinating Electrical Inspector(s) and working with the Construction Manager to prioritize inspections and track deficiencies.
  • Reviewing and following up on inspection requests, nonconformance reports, and punch lists, escalating unresolved issues.
  • Coordinating interfaces, permits, NOCs, and connections with authorities and service providers like SEC, via the Package Interface Specialist.
  • Witnessing electrical and telecom testing and commissioning in accordance with approved procedures and authority requirements.
  • Monitoring design and construction progress, identifying risks, and contributing to mitigation recommendations.
  • Reviewing as-built records, test results, O&M documentation, and other close-out deliverables for handover readiness.
  • Coordinating with Core Team Senior Engineers on complex technical issues and preparing technical inputs for reports and meetings.

Qualifications and Experience

Candidates for this role must demonstrate a strong professional background and specific technical expertise:

  • Over 10 years of relevant professional experience, with a minimum of 12 years required for screening.

  • Demonstrated knowledge of electrical distribution networks, substations, underground cables, street lighting, earthing, protection, testing, and commissioning.
  • Demonstrated knowledge of telecom ducts, chambers, fiber-optic networks, network interfaces, service-provider coordination, and telecom installation/testing practices.
  • Experience in a PMC/PMCM, owner's engineer, or engineering supervision consultant role, including design submittal review, site inspections, and multidisciplinary coordination.
  • Working knowledge of relevant Saudi regulations, utility/service-provider requirements, applicable IEC and project-adopted standards, and construction quality/HSE procedures.
  • Ability to review engineering calculations, CAD drawings, technical specifications, inspection/test plans, and handover documentation.
  • Familiarity with Aconex or similar document-control systems.
  • Registration with the Saudi Council of Engineers (SCE) is required.

Required Skills
