About Bechtel and the Expo 2030 Riyadh Project
Bechtel Corporation is managing the infrastructure program for Expo 2030 Riyadh, a global platform set to promote sustainable development, innovation, and transformative thinking. The Expo, themed “Foresight for Tomorrow,” will run from October 2030 to March 2031, expecting over 40 million visits. Bechtel's scope encompasses early works, utilities, and publicly accessible spaces like streets and parks across a six-square-kilometer site, transitioning into a mixed-use legacy development post-event in Riyadh, Saudi Arabia.
The Role: Senior QA/QC Engineer - Electrical
We are seeking a Senior QA/QC Engineer - Electrical to join our team in Riyadh, Saudi Arabia, on a full-time basis. This role is integral to supporting the implementation of the Expo 2030 Quality Management System and Project Quality Plan. The position provides quality assurance oversight, audit leadership, and technical quality support specifically for electrical infrastructure, utility, testing, commissioning, and handover activities. The focus is on monitoring contractor and consultant compliance with all approved project requirements, specifications, contract obligations, inspection and testing programs, quality procedures, and applicable codes and standards. This is a PMC quality assurance and oversight role, distinct from the contractor's quality control execution or the supervision consultant's inspection duties. The electrical scope includes primary substations, LV electrical networks, street lighting, ICT network assets, traffic signaling, temporary power interfaces, testing and commissioning interfaces, and related electrical utility systems forming part of the Early Works, Major Utilities, Infrastructure, and Public Realm program.
Key Responsibilities
- Implement and monitor the Project Quality Plan, audit program, and quality procedures.
- Verify compliance with project quality requirements across design, procurement, construction, testing, commissioning, and handover phases.
- Identify quality risks, nonconformances, and improvement opportunities, maintaining audit-defensible quality records.
- Provide QA oversight for electrical infrastructure, utilities, testing, and commissioning activities.
- Review and monitor compliance of Project Quality Plans (PQPs), Inspection and Test Plans (ITPs), method statements, material submittals, and quality records.
- Coordinate the resolution of electrical quality issues and interface gaps across disciplines.
- Plan and perform quality audits, surveillance, and supplier assessments, issuing audit findings and verifying effective closure of corrective actions.
- Maintain audit schedules and quality improvement actions, and monitor Non-Conformance Reports (NCRs) and quality observations related to electrical works.
- Facilitate root cause analysis and corrective action implementation, escalating significant quality issues impacting project objectives.
- Monitor quality Key Performance Indicators (KPIs), trends, and project quality performance, providing inputs to quality reports, dashboards, and management reviews.
- Support lessons learned, quality training, continuous improvement initiatives, and the management of quality-related interfaces across project disciplines.
- Provide quality guidance and recommendations in accordance with project governance.
Required Qualifications and Experience
- Bachelor’s degree in Electrical Engineering or an internationally recognized equivalent engineering qualification.
- 10-15 years of relevant experience, with a minimum of 5 years on major infrastructure, utilities, transportation, industrial, power, or mega-projects.
- Demonstrated experience with electrical infrastructure works including substations, LV networks, street lighting, ICT interfaces, traffic signaling, electrical equipment installation, testing, commissioning, and handover documentation.
- Experience working in a Project Management Consultant (PMC), Engineering, Procurement, and Construction (EPC), contractor, supervision consultant, owner, or major program environment with multi-contract interfaces.
- ISO 9001:2015 Certified Lead Auditor (IRCA approved) – required.
Essential Skills and Knowledge
- Professional engineering registration or membership with a recognized engineering institution is preferred.
- Six Sigma Green Belt or Black Belt, Lean, or Certified Quality Manager qualification is preferable.
- Training in root cause analysis, corrective action management, electrical inspection, electrical testing and commissioning, IEC/IEEE standards, NEC/NFPA requirements, or Saudi electrical utility requirements.
- Training or experience in digital quality, document management systems, Power BI dashboards, Aconex, Unifier, or equivalent project systems is advantageous.
- Proficiency in quality planning, ITP development and review, inspection hold/witness points, surveillance techniques, quality records, and handover dossier requirements.
- Knowledge of electrical construction, equipment installation, cable systems, earthing and bonding, lighting, communications interfaces, traffic systems interfaces, Factory Acceptance Testing (FAT)/Site Acceptance Testing (SAT), testing, commissioning, and energization readiness controls.
- Familiarity with applicable electrical codes, standards, authority requirements, project specifications, and good industry practices relevant to electrical infrastructure delivery in the Kingdom of Saudi Arabia.
- Strong technical judgment and the ability to identify quality risks before they become construction or handover issues.
- Strong audit discipline, objective evidence gathering, report writing, and finding classification skills.
- Ability to communicate professionally with contractors, supervision consultants, project management, and the Employer.
- Strong analytical capability for KPI trend review, dashboard input, quality performance monitoring, and management reporting.
