About the Role

Nesma Al Riyadh Contracting Company is seeking an experienced Tendering Manager – OHTL & Underground Cable (UGC) Projects to lead the preparation, coordination, and submission of competitive and technically compliant tenders. This full-time role focuses on Overhead Transmission Lines (OHTL) and Underground Cable (UGC) projects within Saudi Arabia. The successful candidate will have strong experience in EPC power transmission projects, tender strategy, techno-commercial estimation, and bid management.

Key Responsibilities

Lead the complete tendering process from tender receipt through final bid submission and clarification stages.
Review ITT/RFP documents, specifications, drawings, BOQs, schedules, commercial conditions, and contractual requirements.
Develop and manage the overall tender strategy, bid plan, schedule, and submission requirements.
Coordinate with engineering teams to develop technically compliant proposals for high-voltage OHTL and underground transmission cable projects, including associated substations and civil, structural, electrical, and installation scopes.
Coordinate with procurement and suppliers/subcontractors to obtain competitive quotations.
Prepare detailed EPC cost estimates and tender pricing, analyzing project quantities, construction methodology, and resource requirements.
Review contractual terms and conditions, identifying commercial and contractual risks, qualifications, exclusions, and deviations.
Coordinate with clients, consultants, utilities, EPC partners, and subcontractors during the tender stage, managing technical and commercial clarifications.
Lead and coordinate multidisciplinary tender teams, assigning responsibilities and ensuring timely completion of deliverables.

Estimation and Pricing Focus

The role involves leading the preparation of detailed EPC cost estimates and tender pricing. This includes analyzing project quantities, construction methodology, resource requirements, productivity, equipment, manpower, materials, logistics, and subcontracting costs. Specific pricing development will cover major OHTL and UGC components such as conductors, towers, foundations, insulators, earthing systems, cable systems, installation, trenching, civil works, testing, commissioning, and logistics. The manager will also prepare cost comparisons, price benchmarking, and commercial analyses, identifying opportunities for cost optimization.

Saudi Market and Utility Requirements

A strong understanding of the Saudi power transmission and EPC market is essential. This includes familiarity with Saudi Electricity Company (SEC) requirements, Saudi transmission projects, approved vendors, local content expectations, and applicable Saudi standards/specifications. The role requires monitoring market trends, competitor positioning, material prices, labor costs, and subcontractor rates, as well as maintaining a database of relevant suppliers and market rates.

Candidate Profile

Over 10 years of experience in power transmission EPC, specifically in tendering/proposals.
Strong technical understanding of OHTL and UGC systems.
Excellent commercial, estimation, contractual, and negotiation skills.
Ability to independently lead complex, high-value tenders in the Saudi market.
Proven experience in SEC-related transmission projects in Saudi Arabia is highly preferred.
Capable of working effectively with engineering, procurement, construction, finance, commercial, suppliers, subcontractors, and senior management teams.
