Chief Operating Officer (COO) Water Solutions

About the Role

Rgheeb is partnering with a leading company in the water solutions and desalination sector to appoint a Chief Operating Officer (COO) Water Solutions. This full-time role is based in Riyadh and requires a professional with over 10 years of experience. The COO will be responsible for overseeing end-to-end operations across manufacturing, water treatment solutions, and operations & maintenance (O&M) activities.

Role Overview

The Chief Operating Officer will drive operational excellence, optimize processes, and lead performance improvement initiatives across all business units. Working closely with the CEO and executive team, this role is critical in shaping and executing the company's strategic direction, enhancing operational efficiency, strengthening market position, and ensuring sustainable financial performance.

Key Responsibilities

• Strategic Leadership & Market Growth: Design and implement a multi-year corporate strategy, develop partnerships within Municipal, Industrial, and Commercial sectors, and manage P&L, revenue growth, EBITDA, and CAPEX.
• Manufacturing & Engineering Oversight: Manage fabrication and assembly processes for advanced desalination and treatment technologies (RO, MED, MSF, STP). Lead the manufacturing and distribution of specialized water treatment chemicals, optimizing supply chains. Promote R&D and innovation in sustainable technologies.
• Operations & Maintenance (O&M): Ensure commissioned plants meet or surpass contractual KPIs for water quality, uptime, and energy efficiency. Implement advanced asset management and preventive maintenance programs. Lead "Local Content" initiatives to comply with IKTVA and NCEC standards.
• Compliance, HSE & Quality: Act as the authority on compliance with NCEC and other Saudi regulatory requirements. Foster a "Zero Harm" safety culture through stringent HSE protocols. Uphold ISO certification and international engineering quality standards.
• Stakeholder & Relationship Management: Serve as the key contact for government agencies, private developers, and major industrial partners. Negotiate global collaborations with vendors and suppliers. Manage and cultivate a high-performance team of engineers and professionals.

Qualifications and Requirements

• Over 10 years of experience in the water treatment, desalination, or industrial utilities sector.
• Proven experience in managing complex operations within a highly technical and regulated environment.
• Demonstrated ability to lead multidisciplinary teams and deliver results.
• Strong background in operational excellence and process optimization.

Work Environment

This role operates within a dynamic executive leadership team, requiring close collaboration with the CEO and other senior leaders. The position is full-time and based in Riyadh, Saudi Arabia, focusing on a sector critical to national water security.
