About the Role

Hill International (Middle East) Limited is seeking a Contracts Management Department Manager for its operations in Riyadh. This full-time position requires a seasoned professional to lead and develop the contracts management function, ensuring compliance and effective administration of awarded contracts.

Key Responsibilities

  • Develop and implement the department's operating structure, processes, and procedures in alignment with PMM standards.
  • Ensure functional compliance for awarded contracts, covering performance, guarantees, invoicing, payments, change management, claims, handover, defects, warranty, and close-out.
  • Provide functional oversight for contract administrators assigned to Clusters and Business Units.
  • Assess the capabilities of client's existing contracts staff and recommend appropriate roles and responsibilities.
  • Prepare and deliver a Contracts Management Section knowledge transfer program, including on-the-job learning.
  • Review change requests and claims, providing recommendations for approval.
  • Support other departments with contract formation and management services, including developing templates for consultant and General Engineering Services contracts.
  • Maintain a consolidated list of approved contractors, consultants, and suppliers.
  • Assist in reviewing the commercial aspects of bid packages.
  • Monitor contract adherence to government and client procurement regulations.
  • Ensure proper implementation of project close-out processes and procedures according to PMM.
  • Review project suspension and withdrawal requests, providing recommendations for approval.
  • Maintain awareness of and ensure compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
  • Perform other duties as assigned by the line manager.

Qualifications and Experience

  • Bachelor's degree in Engineering from an accredited university.
  • A minimum of 20 years of experience in contracts management, with overall responsibility for contract management on large-scale projects.
  • Demonstrated experience with the Kingdom of Saudi Arabia procurement law.
  • Direct experience in managing workload distribution, work execution, and personnel management.
  • Experience in the formation and administration of (sub)contracts, including pre-qualification, bid compilation, bid receipt, evaluation, award, performance monitoring, back charges, and resolution of claims and disputes.
  • Technical and administrative knowledge of engineering/construction industry contracting practices, government and commercial procurement regulations, policies, procedures, and work practices.
  • Proven experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning, and scheduling.
  • Thorough knowledge of prime contract management administration, (sub)contract formation and administration, execution office and field procedures, and documents related to multi-discipline construction projects.
  • Preferable experience working in the Kingdom of Saudi Arabia.

Required Skills

  • Excellent verbal and written communication skills in both Arabic and English.

This is a full-time position based in Riyadh.
