Contracts Manager

About the Role

Bechtel Corporation is seeking a Contracts Manager for a short-term assignment until March 2027 in Riyadh, Saudi Arabia. This role involves participating in subcontract formation and/or administration, ensuring compliance with project requirements. The position is part of the project management consultancy services for the development of King Salman International Airport.

Project Overview

Bechtel has a long history in airport projects globally and in the GCC region. Saudi Arabian Bechtel Company is providing project management consultancy services, including technical, commercial, and construction management, for the new King Salman International Airport in Riyadh. This development aims to accommodate up to 120 million travelers by 2030 and 185 million by 2050, with cargo capacity up to million tons by 2050. The project includes three new terminals: Terminal 6 (a new build 'low cost carrier' terminal of ≈450,000m2 with 20mppa capacity), an Iconic Terminal (a new build 'new concept' terminal of ≈1M m2 with 40 to 45 mppa capacity), and a Private Aviation Terminal and hangars for VIPs and business jet passengers.

Key Responsibilities

• Implement the Supply Chain Assignment Schedule and applicable Standard Work Process Procedures for Subcontract Management.
• Manage assigned subcontracts, including continual progress review and communication of potential financial or technical difficulties to management.
• Coordinate with designated staff on operational activities impacting contractual rights, obligations, and subcontract performance.
• Manage moderately complex contract changes through negotiation with customer personnel to achieve settlement.
• Ensure and conform subcontract execution.
• Direct negotiations in the commitment of subcontracts.
• Develop and issue subcontracts and services agreements as assigned.
• Prepare bidders’ lists and pre-qualify bidders.
• Form and issue bid request packages to approved bidders.
• Coordinate bidders’ questions and provide answers.
• Receive and commercially evaluate bids.
• Prepare Commercial Bid Summaries and recommendations.
• Recommend and secure approvals in accordance with established procedures.
• Prepare subcontract documents for execution.
• Prepare and organize assigned meetings, such as pre-bid, bid clarification, and pre-award meetings, to ensure understanding and agreement on contractual matters.
• Conduct meetings after reviewing the plan and agenda with a supervisor, then prepare and issue meeting notes detailing important statements, required actions, and schedules.

Qualifications and Experience

• Candidates should possess 5-10 years of relevant experience.
• Demonstrated experience in subcontract formation, including preparing and reviewing bid request packages and developing project contracts operating procedures.
• Experience in subcontract administration, including progress review, forecasting, and managing difficulties.

Work Type and Location

This is a Contract position based in Riyadh, Riyadh, Saudi Arabia. The assignment is short-term, scheduled to conclude in March 2027.
