About Qiddiya and the Director Planning Role

Qiddiya is seeking a Director Planning (MAS) to join its team in Riyadh, Saudi Arabia. This full-time position is integral to the development and management of the planning and regulatory frameworks that will shape Qiddiya City, a significant urban development project.

Role Overview and Contribution

The Director Planning (MAS) will be responsible for establishing and overseeing the statutory planning control framework for Qiddiya City. This involves translating complex masterplans into a cohesive city-wide planning system and expanding critical permitting activities. The role also focuses on developing and implementing technology solutions to manage the city's regulatory ecosystem effectively.

Key Responsibilities

  • Support the development and implementation of the statutory planning control framework for Qiddiya City.
  • Manage the translation and integration of City Framework Plan masterplans into a coordinated city-wide planning system.
  • Contribute to the expansion of permitting activities to support the QIC Group, including operational permits and licenses.
  • Support engagement with government stakeholders to facilitate permitting processes, including coordination of MOUs, SLAs, and other agreements.
  • Manage and define future permitting and licensing responsibilities for Qiddiya City.
  • Contribute to the design and improvement of systems and processes for future permitting responsibilities.
  • Support the development of the technology roadmap for managing Qiddiya City's regulatory ecosystem.
  • Manage the implementation of technology solutions and digital systems to support critical regulatory and permitting services.

Educational Qualifications

  • Bachelor's degree in Urban Planning, City Planning, Architecture, Engineering, Public Policy, Real Estate Development, or a related field.
  • A master's degree is preferred.

Experience and Core Competencies

  • Over 15 years of relevant experience in urban planning, regulatory frameworks, permitting, city management, or related fields.
  • Proven experience in statutory planning, urban development frameworks, master planning, or regulatory planning within large-scale city development projects.
  • Ability to support the design and implementation of governance structures, service models, MOUs, SLAs, and stakeholder agreements.
