Parsons Corporation is seeking a District Cooling Plant Engineer (Saudi National) to join their team in Riyadh. This full-time role is focused on providing technical and site support for district cooling plant activities within a significant Airport / Infrastructure project. The successful candidate will ensure compliance with approved designs, specifications, project requirements, and applicable standards.

Role Purpose and Project Context

The District Cooling Plant Engineer will contribute to the installation, inspection, testing, commissioning, and operation-readiness of district cooling plant systems. This position is integral to supporting district cooling plant activities serving airport terminals, support buildings, and associated infrastructure. The role requires coordination within operational and restricted airport environments, managing interfaces between district cooling plants, chilled water networks, buildings, and other infrastructure, while ensuring technical activities comply with project-specific airport requirements and operational constraints.

Core Responsibilities

• Provide technical and construction support for district cooling plant systems.
• Review approved drawings, specifications, equipment schedules, and technical documentation.
• Monitor installation activities for district cooling plant equipment and systems, verifying against approved designs and manufacturer requirements.
• Coordinate with Contractors, site teams, and other disciplines (Civil, Structural, Electrical, Instrumentation, BMS) to ensure work adherence and interface compatibility.
• Support inspection and verification of mechanical equipment, pipework, insulation, and associated systems.
• Assist with reviewing equipment submittals, material approvals, RFIs, and technical queries.
• Monitor construction progress, identify technical constraints, and participate in coordination meetings.
• Support and coordinate with QA/QC teams during inspections, testing, and non-conformance resolution.
• Assist in the preparation and implementation of testing and commissioning activities, including pressure testing, flushing, pre-commissioning inspections, and functional testing of various components.
• Record test results, identify deviations, and assist in resolving technical issues during commissioning.
• Prepare punch lists, follow up on outstanding works, and support final handover activities.
• Maintain technical records, inspection reports, equipment documentation, and commissioning records.
• Ensure compliance with project HSE requirements and safe working practices during all activities.
• Support phased construction and commissioning activities within operational and restricted airport environments.

The role involves supporting activities related to a comprehensive range of district cooling plant systems, including but not limited to:

• Chillers, Chilled Water Pumps, Condenser Water Pumps, Cooling Towers, Heat Exchangers
• Chilled Water Distribution Systems, Condenser Water Systems, Primary / Secondary Pumping Systems
• Expansion Tanks, Pressurization Systems, Water Treatment Systems, Chemical Dosing Systems, Filtration Systems
• Mechanical Pipework, Valves & Control Valves, Flow Meters, Temperature & Pressure Instrumentation
• HVAC / Mechanical Plant Systems, BMS / SCADA Interfaces

Candidate Profile

• A Saudi National is required for this position.
• Minimum of 5 to 10 years of relevant experience in district cooling plant activities, preferably within airport or large-scale infrastructure projects.
• Demonstrated technical knowledge in the installation, inspection, testing, commissioning, and operation-readiness of district cooling plant systems.
• Ability to review technical documentation and ensure compliance with project standards and specifications.
