About the Role

The Zakat, Tax and Customs Authority (ZATCA) is seeking a Financial Control & Reporting Expert to join their team in Riyadh. This full-time position involves leading financial control and reporting activities, working autonomously towards long-term objectives, and providing expert guidance. The role is central to developing and maintaining ZATCA's financial integrity and reporting accuracy, requiring a minimum of 5 years of relevant experience.

Key Responsibilities: Financial Control

  • Design, implement, monitor, and assess ZATCA's financial control and reporting framework, guidelines, governance, and methodology to ensure consistent implementation.
  • Review ZATCA's financial processes and policies, and monitor their implementation by other Finance functions to secure operational efficiency.
  • Conduct periodic financial audits on accounts, accounting statements, financial reports, and budgets to identify and analyze discrepancies.
  • Develop contingency plans to handle unexpected drops in funding.
  • Provide inputs and recommendations to improve account structures and facilitate reporting mechanisms.
  • Update the chart of accounts based on developed financial policies and decisions.

Key Responsibilities: Financial Reporting

  • Prepare monthly, quarterly, and annual accounting statements, along with weekly and ad-hoc reports, as per approved guidelines and templates.
  • Compile periodic financial reports including KPIs, budget tracking, revenue collections, and other ad-hoc requirements.
  • Conduct revenue analysis impact meetings with internal and external parties, providing input and recommendations.
  • Collect and consolidate all payables, receivables, cash flow, and investments in preparation for the development of the yearly financial plan.
  • Develop the yearly financial plan covering all payables, receivables, cash flow, and investments.
  • Conduct financial analysis impact studies, investigate revenue collection failures, and propose solutions.
  • Accurately record all collections, deposits, and revenues; study failures, and recommend corrective plans when needed.
  • Develop tax, customs, and zakat revenue forecasts and refunds forecasts, communicating these with related stakeholders.
  • Provide stakeholders with timely, detailed, and meaningful insights and visibility on business performance to support planning and decision-making.

Organizational and People Management

  • Adhere to all relevant policies, processes, and standard operating procedures to ensure work is carried out in a controlled and consistent manner.
  • Assist in resolving escalated problems and provide necessary support for junior team members to ensure efficient workflow.
  • Escalate complex problems to the relevant personnel to ensure proper resolution of cases and issues.
  • Train junior staff on various job activities to facilitate knowledge transfer, where applicable.
  • Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates or junior staff.
  • Support junior staff or direct reports in executing their duties according to established policies and processes.

Qualifications and Experience

  • Education: A Bachelor’s degree in Finance or an equivalent field is required. A Master’s degree in Finance or an equivalent is preferred.
  • Experience: A minimum of 5 years of relevant experience in financial control and reporting.
