About Hala and the Head of AML/CTF Role

Hala is a leading fintech company in the MENAP region, established in 2017, focused on redefining financial services and building the future bank for Small and Medium-sized Enterprises (SMEs). With multiple entities in UAE, Saudi Arabia, and Egypt, including HALA Payments and HALA Logistics, the company offers solutions that enable merchants to digitize payments and manage sales and operations. Hala is licensed by the Saudi Arabian Central Bank (SAMA). We are seeking a Head of AML/CTF to join our team in Riyadh, Saudi Arabia, on a full-time basis.

Role Overview

The Head of AML/CTF will be responsible for defining and implementing Anti-Money Laundering and Counter-Terrorism Financing standards and procedures within Hala. This role involves contributing to strategic initiatives, ensuring compliance with regulatory obligations, and managing the monitoring and assessment programs for AML/CTF. The position requires a proactive approach to identifying and addressing financial crime risks in a dynamic fintech environment, working closely with internal teams and external regulatory bodies.

Key Responsibilities

  • Define AML & CTF standards and ensure the implementation of local procedures.
  • Contribute to the development and rollout of strategic initiatives to enhance efficiency and reduce compliance risks.
  • Assist in developing compliance initiatives and programs to meet legal, licensing, and regulatory obligations.
  • Support the management and execution of the AML/CTF monitoring and assessment program.
  • Develop, improve, and maintain AML/CTF policies and procedures.
  • Identify and communicate changes related to AML/CTF legislation and regulatory requirements.
  • Provide regular assistance and oversee the work of the Investigation team regarding suspicious activity.
  • Ensure consistent and timely feedback on escalated cases.
  • Perform accurate Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) as required for case investigations.
  • Review Financial Intelligence Unit (FIU) Suspicious Transaction Reports (STR) for accuracy and completeness before submission.
  • Develop and participate in compliance programs and initiatives.
  • Provide relevant compliance reporting, ensuring proper analysis of suspicious activity reports.
  • Ensure detailed and prompt investigation of all AML/CTF incidents and cases.
  • Maintain a proper register of all STRs reported to the FIU.
  • Perform ongoing and ad-hoc sampling of the AML/CFT team's work to ensure compliance with company procedures and regulations.
  • Oversee and implement an ongoing AML training program for employees.
  • Provide ongoing assistance, hands-on support, and on-the-job training to the AML/CFT team.
  • Work directly with the Head of Financial Crimes to identify and escalate issues representing Money Laundering (ML) or Terrorist Financing (TF) risks.
  • Maintain strong relationships with regulatory and law enforcement bodies, including SAMA and the FIU.

Required Experience and Skills

Candidates for this role should possess 5-10 years of relevant experience in Anti-Money Laundering and Counter-Terrorism Financing. A strong understanding of local and international AML/CTF regulations, particularly those relevant to the Saudi Arabian Central Bank (SAMA) and FIU requirements, is essential. The role requires proven ability in developing policies, managing compliance programs, conducting investigations, and providing training and oversight to a dedicated team.
