Manager Cost Planning

About the Role

Qiddiya Investment Company is seeking an experienced and analytical individual to join its team in Riyadh Province as a Manager - Cost Planning. This full-time role is essential for establishing a world-class entertainment destination in Saudi Arabia. The successful candidate will be responsible for building construction costs, devising and overseeing pre-contract cost management strategies, and ensuring financial alignment with project budgets and strategic organizational goals.

Key Responsibilities

• Proactively manage cost planning by understanding the cost vs. value equation to achieve optimal financial outcomes without compromising project goals.
• Oversee the monthly tracker for scope and cost movements from previous phases.
• Assist in reviewing cost plans submitted by Cost Consultants for accuracy and design alignment.
• Monitor and analyze design efficiencies throughout project progression.
• Ensure that third-party Cost Consultants adhere to defined scopes of work, guidelines, and procedures.
• Ensure strict adherence to defined policies and processes, maintaining a thorough understanding of IPMS measurement guidelines.
• Demonstrate familiarity with Qiddiya's established policies, processes, and templates.
• Provide internal updates to the Business Unit on construction cost status and design metrics.
• Ensure representation during internal reviews to facilitate progress and successful passage through Stage Gates.
• Integrate design metrics with cost positions using benchmarking to ensure assurance across all phases of the project lifecycle.
• Maintain awareness of feasibility requirements related to cost planning.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience in cost planning or a related field.
• Proven analytical skills with a focus on financial aspects of large-scale projects.
• Experience in pre-contract cost management strategies.
• Strong understanding of construction costs and project budgeting.

Required Skills

• Ability to understand and apply the cost vs. value equation.
• Proficiency in managing and reviewing cost plans.
• Knowledge of design efficiencies and their impact on project costs.
• Familiarity with industry standards, policies, and measurement guidelines.
• Strong communication skills for internal updates and reviews.
• Benchmarking capabilities for cost position assurance.
• Understanding of project feasibility requirements.
