About the Role

The Zakat, Tax and Customs Authority is seeking an OD & Manpower Planning Lead Specialist to join their team in Riyadh, Riyadh. This full-time role is for an experienced professional capable of conducting work with general directions, focusing on developing solutions to challenges requiring analysis and addressing escalated issues. The specialist will undertake complex operational activities, including drafting organizational and position structure activities, workforce planning, budgets, and documentation functions.

Key Responsibilities

Review and update the organizational structure by creating value chains in alignment with desktop analysis and stakeholder meetings for assigned levels (N3 and below).
Create and update functional descriptions for the organizational structure, positional structure, and job title framework.
Review and update Job Families (JFs), Job Descriptions (JDs), and behavioral and technical competencies.
Continuously identify and update job tracks.
Define key activities per business area to develop related manpower tools.
Conduct workforce planning workshops, meetings, and feedback sessions to identify activities, workload drivers, and duration.
Finalize the workforce plan, considering mandatory and requested organizational changes, as well as ad hoc requests, to identify labor demand and supply.
Process vacancy redistribution requests, job amendment requests and reports, job requisitions, and resignation reports to generate and update workforce plan reports.
Gather and review reports pertaining to HR budgets, and conduct meetings with concerned departments to negotiate and finalize budgets.
Finalize budget documentation and prepare necessary HC budget reports for approval.
Conduct meetings with stakeholders, including Finance and Administration and the HC Vice Governor, for final remarks and approval.
Develop dashboards for approved HC budgets to monitor utilization, compliance, and efficacy.
Conduct meetings with IT and Digitization to ensure the functionality and adequacy of the HRIS system.
Keep the HRIS system updated with relevant data and documents for reference.
Follow all relevant policies, processes, and standard operating procedures.
Assist in solving escalated problems and provide support for junior team members.
Escalate complex problems to the relevant person to ensure proper resolution.
Perform other duties as requested.

People Management

Train junior staff on various job activities to facilitate knowledge transfer, when applicable.
Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/junior staff.
Support junior staff or direct reports in executing their duties according to established policies and processes.

Qualifications and Experience

Candidates for this role should possess 2-5 years of relevant experience. The position requires professionals capable of conducting work with general directions and developing solutions to challenges that require analytical understanding and resolution.
