About the Program Director Role

HanmiGlobal MENA is seeking a highly qualified Program Director to join its program management and PMCM team in Riyadh, Saudi Arabia. This full-time position requires a minimum of 10 years of experience and involves providing executive stewardship and leadership for a significant land and infrastructure development program. The role is delivered on behalf of a major government entity and reports directly to Client Executive Management.

Program Oversight and Leadership

The Program Director will provide program-level leadership, governance, strategic integration, and executive oversight across all program phases. This includes serving as the principal representative to the Client, ensuring seamless alignment among all program participants regarding scope, schedule, cost, quality, safety, risk, sustainability, and stakeholder expectations. The objective is to support the successful delivery of the overall development program.

Key Responsibilities

  • Provide executive leadership and strategic direction for the PMCM organization, establishing governance, reporting, decision-making, and performance management systems aligned with Client objectives.
  • Lead, mentor, and manage the multidisciplinary PMCM leadership team, fostering collaboration, accountability, innovation, and continuous improvement.
  • Direct and oversee all program activities, including planning, design management, procurement support, construction management, testing and commissioning, handover, and project close-out.
  • Ensure effective integration of technical, commercial, project controls, quality, HSE, and risk management functions, monitoring Lead Developer performance against approved scope, schedule, budget, quality, and contractual obligations.
  • Provide executive oversight of commercial management, project controls, cost forecasting, contract administration, claims, variations, and dispute resolution.
  • Lead program-wide risk management, quality assurance, and health, safety, and environmental (HSE) initiatives to ensure compliance with contractual, regulatory, and corporate requirements.
  • Review executive dashboards, KPIs, performance reports, and strategic recommendations to support informed decision-making and proactive management of program performance.
  • Serve as the primary executive interface with the Client and maintain strong relationships with Lead Developers, consultants, contractors, utility providers, government agencies, and key stakeholders.
  • Chair executive meetings, governance reviews, stakeholder workshops, and high-level coordination sessions, facilitating timely resolution of critical issues and strategic decisions.

Qualifications and Experience

  • Bachelor's Degree in Engineering, Construction Management, Architecture, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • Minimum twenty (20) years of professional experience, including at least twelve (12) years in senior leadership roles such as Program Director, Projects Director, Project Director, or equivalent.
  • Demonstrated experience leading major land development, infrastructure, transportation, utilities, urban development, or mega-project programs within PMCM, PMC, EPCM, or client-side organizations, preferably in Saudi Arabia or the GCC.

Internal and External Interfaces

This role requires extensive collaboration across various internal and external stakeholders. Internally, the Program Director will interface with HanmiGlobal Executive Management, Corporate Technical Support Functions, Corporate Commercial Department, Corporate HR Department, Corporate Finance Department, the PMCM Project Team, and other HanmiGlobal Business Units as required. Externally, key interfaces include the Client, Lead Developers, Design Consultants, Contractors, Utility Providers, Government Authorities, Regulatory Agencies, Specialist Consultants, Third-Party Reviewers and Approving Authorities, and Community Stakeholders.
