About Parsons Corporation

Parsons Corporation is seeking a Project Controls Director to join its team in Riyadh, Saudi Arabia. This full-time role is integral to a large Program Management Office overseeing a major Roads development project. The Opportunity

The Project Controls Director will assume a critical leadership position within the Program Management Office, responsible for developing, managing, and executing all phases of project controls. This encompasses comprehensive oversight of planning, scheduling, cost analysis, and document control management for a significant infrastructure initiative. The role requires applying diversified knowledge and extensive experience to facilitate effective project management.

Key Responsibilities

  • Lead and manage a team of project controls experts, overseeing planning, scheduling, cost analysis, and document control efforts.
  • Provide specialized guidance and assistance to the Program Manager Lead and Deputy for the resolution of complex project control problems.
  • Interface directly with clients, attend regular meetings, and provide statistical reports on project status.
  • Prepare status reports, oversee the preparation of monthly reports, and develop presentations on work progress against interim and major milestones.
  • Manage regular site inspections to assess contractor’s work progress based on approved schedules, comparing planned versus actual progress.
  • Oversee a technical team qualified to analyze, evaluate, and forecast project costs and performance against established schedules with critical milestones.
  • Manage the assessment of impacts resulting from design/construction changes and schedule slippages.
  • Oversee the development and maintenance of an established system for the hierarchy of plans and schedules.
  • Lead the preparation of schedule data for proposals or contract negotiations as requested, ensuring the correct scope of work is reflected.
  • Develop program controls plans, procedures, and the program controls management system (PMIS).

Required Qualifications and Experience

  • A minimum of 15 years of experience in project controls activities.
  • Proven experience working within a complex construction environment.
  • Demonstrated teamwork and management skills.

  • Ability to follow through and clearly deliver work instructions in a complex stakeholder environment.
  • Capability to work effectively within a matrix organization, including dual reporting structures.
  • Strong ability to interact professionally with senior-level management.
