About Norconsult Telematics and the Role

Norconsult Telematics is seeking a QA QC Site Inspector (ELV) to join their construction supervision consultant team in Riyadh, Saudi Arabia. This full-time position is critical for ensuring the quality of extra-low-voltage (ELV) systems across various projects, requiring 5-10 years of relevant experience.

Role Purpose and Scope

The Site Inspector (ELV) is responsible for the daily quality inspection of extra-low-voltage and low-current systems. This includes conducting inspections at both off-site factories and on-site locations, verifying the Contractor's completed installations against approved drawings, specifications, and inspection and test plans. The role also involves witnessing agreed hold, witness, testing, and commissioning points before work proceeds.

Key Responsibilities

  • Inspect ELV and low-current installations daily against approved drawings, technical specifications, and the agreed Inspection and Test Plan (ITP), ensuring timely and clear recording of results.
  • Conduct inspections in-factory on off-site modules and on-site, covering systems such as fire alarm and detection, CCTV, access control, intrusion detection, public address and voice alarm, Building Management Systems (BMS), structured cabling and data, and audio-visual systems.
  • Verify the approval and presence of the Contractor's method statements (MS) and ITPs before inspecting related activities.
  • Perform inspection-readiness checks before any hold point is opened, confirming that prerequisites, prior inspections, and approved materials are in place.
  • Witness and clear the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at each hold and witness point, accepting compliant work or returning it for rectification, and preventing work from being covered before inspection.
  • Inspect containment, cable routing, terminations, labelling, and segregation from power cabling, and verify structured-cabling installation and testing.
  • Witness ELV testing and commissioning, including point-to-point and continuity tests, structured-cabling certification, and cause-and-effect testing for fire alarm and integrated systems.
  • Witness the ELV scope of the Factory Acceptance Test (FAT) before module shipment and the Site Acceptance Test (SAT) upon installation, confirming inter-module ELV connections on site.
  • Verify the calibration certificates of test and measuring equipment before its use for acceptance.
  • Raise, log, and track Inspection Requests and Non-Conformance Reports (NCRs), maintain punch and snag lists, and carry out first-check verification of installed and progress quantities to support payment, distinct from the Quantity Surveyor's approval.

Candidate Qualifications and Experience

  • A relevant technical degree or diploma.
  • Extensive experience, ranging from 5 to 10 years, in extra-low-voltage and low-current QA/QC inspection within building or infrastructure projects.
  • Proficiency with ISO 9001 standards.
  • Demonstrated experience in ELV systems inspection, testing, and commissioning.
  • Knowledge of relevant industry standards and the Saudi Building Code.
  • Experience in modular, prefabricated, or precast construction or Design for Manufacture and Assembly (DfMA) programs is an advantage.

Required Skills and Language Proficiency

  • Strong command of mainstream project and supervision systems, including Primavera P6, Aconex, and AutoCAD.
  • Good written and spoken English is necessary for reporting and communication.
  • Proficiency in Arabic is considered an advantage.

Work Environment and Eligibility

This full-time position is based in Riyadh, Saudi Arabia, and may involve potential travel across multiple cities within the Kingdom. The role is open to both international and Saudi candidates who are legally eligible to work in Saudi Arabia.
