About the Role

Jasara Program Management Company is seeking a Quantity Surveying Manager to join its team in Riyadh, Saudi Arabia. This role functions as the Centre of Excellence for quantity surveying, providing expert support to project delivery teams across all aspects of the discipline, including measurement and pricing. The successful candidate will ensure that all quantity surveying services meet established standards and align with international industry best practices, serving as the primary escalation point for complex technical quantity surveying issues. This is a full-time position within a dynamic organization, focused on optimizing project costs and ensuring financial accuracy throughout the project lifecycle.

Key Responsibilities

• Act as the Centre of Excellence, providing expert support to project delivery teams in all aspects of quantity surveying, including measurement and pricing.
• Ensure that quantity surveying services adhere to established standards and align with international industry best practices.
• Serve as the key escalation point for complex technical quantity surveying issues.
• Provide functional oversight and guidance to in-house Quantity Surveyors, with a particular focus on those specializing in Furniture and Equipment (F&E).
• Review and approve cost submissions from Project Management Consultants (PMC) and outsourced consultants.
• Assess and approve costing for value engineering proposals to optimize project costs.
• Provide technical approval on contract variations related to measurement and cost, in coordination with Administration & Procurement (A&P) teams.
• Approve interim payment certificates, ensuring compliance and coordination with A&P.

Qualifications and Requirements

• Bachelor's, Master's, or PhD degree in Quantity Surveying, Engineering, Construction Management, or a related field.
• A minimum of 10 years of professional experience in quantity surveying within engineering and construction environments.

Required Skills

• Knowledge of building and infrastructure maintenance.
• Extensive experience in procurement and contract management.
