About Bechtel and the King Salman International Airport Project

Saudi Arabian Bechtel Company has been appointed to provide Project Management Consultancy (PMC) services for the development of the King Salman International Airport (KSIA) in Riyadh, Kingdom of Saudi Arabia. This state-of-the-art airport is designed to accommodate up to 120 million travelers by 2030 and 185 million travelers by 2050, with a cargo capacity of million tons by 2050. Bechtel's PMC scope includes technical, commercial, and construction management for three new terminals: Terminal 6 (a new build 'low cost carrier' terminal of ≈450,000m2 with 20mppa capacity), an Iconic Terminal (a new build 'new concept' terminal of ≈1M m2 with 40-45 mppa capacity), and a Private Aviation Terminal with hangars for VIPs and business jet passengers.

Role Overview: Senior Construction Specialist

The Senior Construction Specialist (KSIA) will join a multidisciplinary team in Riyadh, reporting directly to the Construction Manager. This full-time role is central to managing contractor works on-site, ensuring that all activities within their designated discipline and site area adhere to approved project ES&H (Environmental, Safety & Health), quality, and schedule requirements. The specialist will implement established processes and procedures to ensure works are completed correctly according to project specifications and the Contractor's Inspection and Test Plan (ITP).

Key Responsibilities

Implement procedures and processes within the work area to ensure compliance with the approved quality plan, ITPs, RAMS (Risk Assessment and Method Statements), project procedures, and the latest IFC (Issued For Construction) drawings.
Liaise with contractors regarding the closeout of Non-Conformance Reports (NCRs) prior to work progression and document any program effects resulting from NCRs.
Manage onsite coordination among all stakeholders and establish plans to maintain effective coordination.
Oversee the collation of documentation required for work site handover.
Coordinate all disciplines, including ES&H, Quality, and Survey, to ensure activities meet project requirements and do not impact the schedule.
Manage contractor scopes on site to ensure alignment with contractual arrangements.

Constructability Management and Support

Provide construction recommendations and coordinate with the team to develop approved constructability ideas and plans.
Initiate the Constructability Program process and schedule, identifying construction requirements to support estimating efforts during project development.
Prepare and may lead Constructability awareness training sessions.
Contribute to construction-related design decisions and facilitate the development and execution of approved constructability ideas and plans.
Disseminate information on the three-week lookahead plan to site construction engineers.
Conduct Constructability awareness training using the Constructability Review Matrix.

Qualifications and Experience

A minimum of 5 to 10 years of experience in construction management or a related field.
Demonstrated ability to manage contractor works and ensure compliance with project specifications, safety, quality, and schedule requirements.
Experience in implementing construction procedures and processes on large-scale projects.
