Senior Manager Cost Planning Master Development (SPA )

About the Role

Qiddiya Investment Company is seeking a Senior Manager - Cost Planning to join their team in Riyadh, Saudi Arabia. This full-time role is essential for establishing a world-class entertainment destination. The Senior Manager will be responsible for building construction costs, developing and overseeing pre-contract cost management strategies, and ensuring financial alignment with organizational budgets and strategic goals.

Key Responsibilities

• Proactively approach cost planning by understanding the cost vs. value equation to achieve optimal financial outcomes without compromising project goals.
• Oversee the monthly tracker for scope and cost movements from previous phases.
• Assist in reviewing cost plans submitted by Cost Consultants for accuracy and design alignment.
• Monitor and analyze design efficiencies as projects progress.
• Ensure third-party Cost Consultants adhere to defined scope of work, guidelines, and procedures.
• Ensure strict adherence to defined policies and processes, maintaining a thorough understanding of IPMS measurement guidelines.
• Provide internal updates to the Business Unit on construction costs and design metrics.
• Ensure representation during internal reviews to facilitate progress and successful passage through Stage Gates.
• Utilize benchmarking to integrate design metrics with cost positions, ensuring assurance throughout all phases of the project lifecycle.
• Maintain awareness of feasibility requirements concerning cost planning.

Qualifications and Experience

• 7+ years of relevant experience in Cost Planning, Quantity Surveying, or Estimating.
• Experience in the local GCC construction industry for 2 years or more is preferred.
• Expertise with industry standards such as NRM, CESSM, RIBA, and POMI.
• Experience working on large-scale projects with a construction value greater than 200 million SAR.
• Familiarity with benchmarking cost and design; experience with costs/benchmarking in KSA or the Middle East is preferred.
• Basic ability to convey information, with limited experience in adapting messages for different audiences.
• Proficiency in using Cost Planning Software, with CostX being preferred.
