About the Role

Parsons Corporation is seeking a Senior Manager: Technical Rail Systems for a full-time position in Riyadh. This role is embedded within an integrated client–PMC office, focusing on managing and assuring the technical scope of rail systems for a major transportation program. The position requires over 10 years of experience in rail systems engineering.

Role Context and Responsibilities

This is a non-operational, client-facing role within the Engineering & Safety function, dedicated to managing and assuring the rail systems technical scope throughout the design and build lifecycle. The Senior Manager will provide technical leadership, design governance, systems integration oversight, and safety-by-design assurance for all rail systems packages, including signalling and train control, telecoms, SCADA, platform systems, fare collection, security, and line-wide systems. The objective is to ensure that consultants, contractors, and integrators deliver safe, compliant, interoperable, and constructible solutions that meet employer’s requirements, rail standards, and regulatory expectations.

Key Responsibilities

  • Serve as the primary technical focal point for rail systems within the integrated client office, representing the client in technical meetings and safeguarding employer’s requirements.
  • Provide independent advice on rail systems issues, risks, and their impact on scope, time, cost, and safety.
  • Manage and oversee the rail systems design lifecycle, reviewing designs for compliance with requirements, regulations, and industry standards.
  • Chair design reviews and value engineering workshops to ensure safe, robust, and cost-effective solutions.
  • Ensure requirements management and traceability for rail systems.
  • Oversee the implementation of the technical assurance framework, including design verification and safety assessments.
  • Manage interface registers and ensure early resolution of cross-system issues.
  • Support integrated system architecture development and coordinate with other design teams.
  • Embed safety-by-design principles and review RAMS documentation.
  • Coordinate with safety assessors and regulators on approval processes.
  • Ensure rail systems designs align with construction methodologies and review installation strategies.
  • Provide technical input on RFIs and site queries.
  • Oversee quality of as-built documentation.
  • Review testing and commissioning strategies and plans for rail systems.
  • Monitor testing execution and evaluate results for defect management.
  • Support client in formal acceptance processes and performance demonstrations.
  • Monitor progress of rail systems activities against the program and identify schedule dependencies.
  • Support project controls with technical input for changes and claims.
  • Maintain and update rail systems technical risk registers.
  • Provide technical, risk, and status reports to client governance committees.
  • Coordinate with internal stakeholders and external parties such as regulators and authorities.
  • Lead and mentor a team of rail systems engineers and technical specialists.
  • Promote a culture of safety, technical excellence, and risk management.
  • Ensure robust QA/QC processes for rail systems deliverables.
  • Document and disseminate lessons learned.

Qualifications and Experience

  • Bachelor’s degree in Electrical Engineering, Electronics, Telecommunications, Control/Systems Engineering, or a related discipline.
  • Master’s degree in Railway Systems, Transportation Engineering, Systems Engineering, or Project Management is an advantage.
  • Professional registration/chartership (CEng, PE, equivalent) is highly desirable.
  • Project management certification (PMP, PRINCE2) is an advantage.
  • Typically 15+ years of experience in rail systems engineering on major rail projects.
  • Substantial experience in a PMC, client, or major consultancy role managing rail systems scope on design and build contracts.
  • Proven track record in rail systems design management, systems integration, and technical assurance on complex, multi-contract programs.
  • Demonstrable experience with signalling/train control.
  • Experience working within integrated client/PMC teams and coordinating with multiple contractors, consultants, and OEMs is highly advantageous.

Required Skills and Competencies

  • Deep technical understanding of rail systems architectures, technologies, and standards.
  • Strong knowledge of systems engineering, integration, and RAMS principles.
  • Excellent project management, planning, and coordination skills in complex, multi-stakeholder environments.
  • Strong analytical and problem-solving abilities, with a structured approach to technical and program risk management.
  • Highly effective communication, facilitation, and negotiation skills.
  • High level of professionalism, integrity, and client-service orientation.
  • Proficiency with standard office and project tools; familiarity with requirements management tools, modelling/simulation tools, platforms, and document control systems is an advantage.
  • Fluency in English (written and spoken); Arabic is ideal.
