About the Project and Role

Bechtel Corporation is managing the infrastructure program for Expo 2030 Riyadh, a global platform in Riyadh, Saudi Arabia, focused on sustainable development and innovation. The event, themed “Foresight for Tomorrow,” will run from October 2030 to March 2031, with an expected 40 million visits. The project involves a 6 km2 Masterplan, including early works, utilities, and public spaces, transitioning into a mixed-use legacy development. This full-time role for a T&C Area Lead (Controls) Testing & Commissioning Engineer involves supporting program-wide testing and commissioning (T&C), operations and maintenance (O&M), and asset data and handover for the project's infrastructure and systems. The position requires 5-10 years of experience.

Job Summary

The CSU Lead Engineer will participate in a team coordinating with consultants, contractors, and stakeholders to ensure project delivery meets safety, quality, and budget standards. This role involves collaboration with clients, contractors, other project management consultants, and regulatory bodies to implement T&C and O&M processes, integrated testing schedules, and reporting, including the gradual and final handover of assets. The preferred candidate will support the Commissioning and Startup Manager in sequencing activities, guiding contractors, and overseeing T&C phases. A strong commitment to safety and ethics, effective reporting, quality oversight, and fostering collaborative relationships are essential for successful system testing, commissioning, and handover.

Key Responsibilities

• Supervise Contractors’ personnel as required for control commissioning activities.
• Coordinate and oversee Contractors’ interface testing.
• Review testing documentation, including scoped documents, test records, and procedures.
• Review system test documentation (control system specifics) for adequacy and completeness.
• Provide input to engineering on required revisions to system descriptions and vendor manuals.
• Prepare design change and non-conformance documents in accordance with EXPO procedures to document as-built conditions or resolve deficiencies.
• Prepare/review detailed CSU plans for assigned Contractors’ system commissioning activities.
• Provide input and updates to project controls to maintain accuracy and progress of project schedules.
• Coordinate closely with Contractors’ Construction delivery teams for system and documentation turnover.
• Participate in system Handover walkdowns for both Construction and Client turnovers.
• Interact closely with client management, maintaining commercial awareness to avoid adverse project exposure.
• Utilize Microsoft Word, Excel, Access, and Bechtel Standard Applications such as Aconex and ACC.
• Work hours as required, including shiftwork, overtime, weekends, and holidays.
• Ensure work performed is within the scope of services and budget.
• Coordinate with client representatives to obtain approval on completed work.
• Review and approve key CSU Contractors' method statements, Job Hazard Analysis, procedures, and schedules.

Required Experience

• 5-10 years of experience in a relevant field.

Work Environment

This is a full-time position located in Riyadh, Saudi Arabia, supporting the Expo 2030 Riyadh Project. The role may require working extended hours, including shiftwork, overtime, weekends, and holidays, as necessary to support project demands.
