About the Role
Parsons Corporation is seeking a highly experienced Contracts Manager to join our team in Makkah, Saudi Arabia, supporting projects across the Makkah region, including Taif. This full-time position is central to managing all assigned contract administration functions and providing critical contractual and legal guidance.
Role Purpose and Impact
The Contracts Manager plays a vital role in safeguarding company and client interests by ensuring strict adherence to contractual terms, legal standards, and internal policies. This position serves as the principal advisor at the project level for strategic contract modifications, claims avoidance, and conflict resolution, contributing to the successful execution of projects.
Core Responsibilities
- Prepare and/or assist in contractual correspondence with consultants, general contractors, and other vendors.
- Initiate, prepare, chair, and attend meetings with internal and external parties to resolve disputes and discuss contractual/legal issues.
- Plan contract activities, including the development of post-award schedules.
- Perform contract administration duties and participate in post-award evaluation and negotiations.
- Draft, review, and negotiate contracts to ensure compliance with legal standards and project requirements.
- Maintain accurate records of all contract-related documents, including amendments, change orders, and correspondence.
- Ensure all parties adhere to the terms and conditions of the contract, encompassing timelines, budgets, and quality standards.
- Advise appropriate management on contractual matters and serve as the principal advisor for contract modification/change negotiations, claims avoidance, and conflict management strategies.
- Coordinate the preparation, processing, and review of change requests.
- Act as a liaison between contractors, clients, and other stakeholders to resolve contractual issues or disputes.
- Identify potential risks related to contracts and develop strategies for mitigation.
- Monitor project budgets and expenditures to ensure financial compliance with contract terms.
- Prepare regular reports on contract status, progress, and any issues, and assist in presentations to senior management.
- Review, validate, and endorse vendor invoices.
- Supervise, manage, and provide technical legal guidance to Contract Administrators, as required.
- Review work of other consultants/contractors for quality, correctness, policy, procedural compliance, and relevant law.
- Recommend new and revised policies and procedures.
- Participate in the selection, training, and evaluation of personnel, as needed.
Required Experience
Candidates for this position must possess 5 to 10 years of demonstrated experience in contracts management or a closely related field.

- Proven ability in contract drafting, negotiation, and dispute resolution.
- Proficiency in identifying and mitigating contractual risks.

- Leadership potential for supervising and mentoring junior contract staff.
- Proactive approach to recommending policy and procedural enhancements.
Work Location
This full-time role is based in Makkah, Saudi Arabia, with responsibilities covering projects in both Makkah and Taif.
