About the Role

Bechtel Corporation is seeking a Quality Assurance Engineer to join their team for the Ar Rjum Project. This full-time, office/project-based role is located in Taif, Saudi Arabia. The position reports to the Project Quality Manager and is instrumental in ensuring the effective implementation of the project's quality program across all phases of work.

Project Context

The Ar Rjum Project is a greenfield gold development situated in the Central Arabian Gold Region, approximately 200 km north-east of Taif. The project encompasses open pit mining, a processing plant, tailings management facilities, and associated infrastructure. The Quality Assurance Engineer will play a key role in upholding quality standards throughout this significant undertaking.

Key Responsibilities

• Assist the Quality Manager in the implementation and communication of the project quality program and plan requirements.
• Lead and support initiatives such as People-Based Quality (PBQ), Lessons Learned, Closed Loop Corrective Actions, Continuous Improvement, and Best Practices.
• Prepare quality audit checklists and coordinate, lead, or support internal and external audits and surveillances.
• Maintain liaison with client quality representatives and support the Quality Manager during client or regulatory audits.
• Support the development, maintenance, and execution of the Project Quality Audit & Surveillance Schedule.
• Monitor quality activities in engineering, procurement, and construction to ensure compliance with approved quality plans, procedures, and specifications.
• Review and determine applicable quality and regulatory requirements, report new or revised regulations, and support QA procedure development and revision.
• Coordinate and perform inspections and surveillances at site and vendor locations, maintain accurate inspection records, and issue Non-Conformance Reports (NCRs).
• Assist in root cause analysis and closed-loop corrective action processes.
• Participate in the prequalification of subcontractors and suppliers by evaluating their quality systems and reviewing submittals.
• Provide training and guidance to project personnel on quality requirements and procedures.
• Report weekly/monthly quality progress to the Project Quality Manager.

Qualifications and Experience

• Bachelor’s degree in Engineering, preferably Electrical Engineering.
• ISO 9001:2015 Certified Lead Auditor (IRCA approved) is required.
• Additional certifications in Quality (*, Six Sigma, Lean) are preferred.
• Minimum 10–12 years of relevant experience, including at least 8 years in a quality supervisory role.
• Experience in QA/QC activities across engineering, procurement, and construction phases.
• Previous experience with National Grid (NG) and Saudi Electricity Co (SEC) specifications and projects is beneficial.

Required Knowledge and Skills

• Strong understanding of quality assurance principles and ISO standards.
• Ability to interpret technical specifications, drawings, and quality plans.
• Proficiency in key performance quality matrices, root cause analysis, and corrective action systems.
• Capability to provide direction and on-the-job training.
• Proficiency in oral and written communication.
• Excellent communication, stakeholder management, and presentation skills.
• Proven skills in Microsoft Office and Power BI (High Level Performance).
• Ability to work collaboratively and lead quality activities effectively.
• Experience in developing training materials and conducting training, particularly in soft skills and quality audits/surveillances.

About the Role

Bechtel Corporation is seeking a Field Engineering professional for the Electrical & Instrumentation discipline to support the Ar Rjum Project in Saudi Arabia. This full-time, office/project-based role is essential for overseeing the successful construction and testing of electrical and instrumentation systems for a new greenfield gold project.

Project Context

The Ar Rjum Project is located in the Central Arabian Gold Region, approximately 200 km north-east of Taif and 26 km south of Al Mouwayh. The project encompasses three open pit mining operations, a processing plant, tailings management facilities, and associated supporting infrastructure. The Field Engineering role will be based in Taif and Al Muzahimiyah.

Key Responsibilities

The Electrical & Instrumentation / Digital Control System Field Engineer will be responsible for construction engineering tasks within their discipline, ensuring adherence to codes and standards. Key duties include:

• Interpreting design and vendor drawings and specifications.
• Overseeing cable installations and terminations.
• Performing field verification of materials and equipment.
• Providing technical direction to field electrical and instrumentation personnel.
• Coordinating with engineering on constructability and design issues.
• Developing work plans, coordinating material take-offs, and initiating requisitions.
• Performing and documenting inspections, reporting progress, and resolving design and construction conflicts.
• Ensuring procedural compliance, material control, and thorough documentation.
• Supporting the preparation of construction drawings, schedules, and as-built documentation.
• Assisting with the planning and delivery of construction materials and equipment, including warehousing and storage.
• Reviewing specifications, purchase orders, subcontracts, and technical data to provide site-specific advice.

Qualifications and Experience

Candidates should possess a Bachelor's degree in Electrical and Instrumentation Engineering or a related field from an accredited university, coupled with 5-10 years of progressive construction or electrical engineering experience. Alternatively, 20 years of relevant experience in the MENA region, with a strong understanding of its cultural norms and requirements, will be considered in lieu of a degree.

Required Knowledge and Skills

The role requires thorough knowledge of all phases of engineering, design, construction, and field activities. Proficiency in Microsoft Office and Adobe Design Suite is expected, along with experience in 3D and 4D modeling software and a working knowledge of the Set Route application. A strong understanding of the Zero Accident Safety Philosophy and current industry standards is essential. Candidates must also demonstrate broad knowledge of the Project Environmental, Safety & Health (ES&H) handbook, the Supervisors ES&H Manual, the Project Safety Management Plan, and Bechtel Core Processes relevant to their area of responsibility, as well as knowledge of company and project quality policies.

Personal Attributes

Successful candidates will be physically capable of conducting field inspections and project walk-downs, which may involve extensive walking, climbing, and working in confined spaces. Strong English language communication and report writing skills are necessary. The role demands excellent interpersonal skills, a collaborative team-player attitude with a knowledge-sharing approach, and the ability to solve problems laterally while understanding client needs. The capacity to work effectively within a multi-disciplinary, multi-cultural team and manage challenging relationships is crucial. The position requires a self-driven individual capable of planning and executing work independently.
