About BIRASA

BIRASA is seeking an experienced and qualified Project Manager – Hospitality Development (Architect / Civil Engineer) to lead a significant luxury hotel/resort development in Medina. This is a full-time, senior-level position requiring on-site presence in Medina.

The Role

The Project Manager will be responsible for overseeing all construction phases of a large-scale luxury hospitality project. This role requires a professional with proven experience in managing prestigious hospitality developments or giga-projects, such as those in NEOM, the Red Sea, AlUla, or equivalent luxury hotel and resort initiatives. The primary objective is to ensure project delivery on time, within budget, and to the highest international quality standards, while safeguarding all project objectives across cost, schedule, quality, safety, and risk management.

Key Responsibilities

• Oversee overall construction execution, schedule, and budget control for the project.
• Coordinate effectively with consultants, contractors, suppliers, and relevant authorities.
• Manage contractor performance to ensure compliance with specifications, contract requirements, and project objectives.
• Monitor project progress and implement strategic measures to mitigate potential delays.
• Ensure full compliance with the Saudi Building Code and all other relevant regulations.
• Review and coordinate architectural, structural, and Mechanical, Electrical, and Plumbing (MEP) drawings.
• Manage Quality Assurance (QA) and Quality Control (QC) processes across all construction packages.
• Report project progress regularly to senior management and key project stakeholders.

Required Qualifications

• A degree in Architecture or Civil Engineering.
• A minimum of 10 years of experience in project management, specifically within hospitality development or large-scale giga-projects.
• Demonstrated experience in managing complex construction projects from inception to completion.

Essential Skills

• Strong leadership and effective decision-making capabilities.
• Comprehensive knowledge of construction methods, cost control principles, and Saudi regulations.
• Proficiency in reading and coordinating architectural, structural, and MEP drawings.

Work Environment

This is a full-time, on-site position based in Medina. The successful candidate will be required to work from the project location to effectively manage all aspects of the development.
