About the Role
Red Sea Global (RSG) is seeking a Senior Manager of Asset Management to oversee the strategic, operational, and financial performance of a portfolio of civic assets. This full-time position is based in Tabuk, with responsibilities extending to Umluj. The role is crucial in ensuring that all facilities deliver high standards of service, operational efficiency, and sustainable financial performance, aligning with Vision 2030 and the principles of regenerative tourism.
Role Purpose and Context
This position acts as a bridge between asset operations and investment management. The Senior Manager will ensure that a portfolio of civic assets, including hospitals and schools, are effectively maintained, operated, and optimized to meet community needs and deliver long-term value. The role focuses on achieving high standards of service delivery, operational efficiency, regulatory compliance, and sound financial performance for the asset owner.
Key Responsibilities
- Oversee the operational and financial performance of civic assets, with a focus on healthcare and education sectors.
- Monitor asset performance indicators, including occupancy, service delivery standards, operational efficiency, lifecycle costs, and operator performance.
- Develop and implement annual asset management and business plans aligned with ownership objectives.
- Conduct regular performance reviews with facility operators and ensure contractual compliance.
- Manage the handover of new assets from project delivery to operational management, ensuring all documentation is secured.
- Oversee outsourced operations contracts, ensuring services meet agreed KPIs and SLAs.
- Review operator reports, track performance, and ensure timely resolution of operational and maintenance issues.
- Prepare and manage annual operations and maintenance (O&M) budgets, including expenditure monitoring and invoice approval.
- Implement and maintain asset management policies, systems, processes, and standards.
- Ensure operators adhere to approved procedures and reporting frameworks.
- Maintain accurate asset data, lifecycle records, and performance reports.
- Serve as the primary point of contact between operators and internal stakeholders.
- Provide regular updates to senior leadership on asset performance, risks, and financial status.
- Ensure operator compliance with company policies, health & safety standards, and regulatory requirements.
- Monitor compliance with relevant healthcare, education, and public safety regulations.
- Review audit findings and implement corrective actions with contractors.
- Recommend improvements in asset management practices, maintenance strategies, contractor performance, and cost efficiency.
- Identify opportunities to optimize asset utilization, reliability, and lifecycle performance.
- Support the adoption of asset management best practices, including ISO 55000 where applicable.
Qualifications and Experience
- Bachelor's degree in Engineering, Facilities/Asset Management, or a related field.
- A minimum of 10 years of experience in infrastructure operations, contract management, or asset management.
- Experience managing civic, healthcare, education, or public sector assets is preferred.

Work Context
This is a full-time position located in the Tabuk region, with operational scope including Umluj and Tabuk. The role involves extensive interaction with internal and external stakeholders, including executive leadership, project teams, finance, procurement, operations and maintenance support, planning and strategy teams, facility operators, contractors, regulatory authorities, municipalities, utility providers, consultants, auditors, and end-users.
