This full-time position requires a seasoned professional to oversee all Health, Safety, and Environmental aspects for fast-track construction projects, ensuring adherence to international and local standards.

Core Responsibilities

The HSE Director will be responsible for developing and implementing comprehensive HSE strategies tailored for rapid construction environments. This includes overseeing HSE planning and execution across all project phases, managing hazardous material handling, cross-country pipeline works, and other high-risk activities. A key aspect of this role involves establishing and enforcing stringent safety protocols for EPC contractors and subcontractors, conducting detailed risk assessments, and developing robust contingency and emergency response plans.

Regulatory Compliance and Reporting

Ensuring compliance with all international and local safety standards, codes, and regulations is paramount. The HSE Director will act as the primary liaison with government authorities and regulatory bodies to guarantee adherence to environmental and safety laws. Maintaining accurate documentation and reporting for audits and inspections, as well as reporting safety performance metrics to senior management and the Board, are critical functions of this position.

Safety Culture and Incident Management

A significant focus will be placed on fostering a proactive safety culture across all project sites. This involves leading HSE training programs for project teams, contractors, and stakeholders. The role also includes investigating all incidents and near misses, ensuring thorough root cause analysis and the implementation of corrective actions to prevent recurrence.

Qualifications and Experience

Candidates must possess a Bachelor's degree in Engineering (Mechanical, Civil, or Environmental) or an equivalent qualification. Professional certifications in HSE, such as NEBOSH, IOSH, or OSHA, are required. The role demands a strong understanding of hazardous material handling, pipeline construction, and industrial safety standards. A minimum of 20 years of extensive experience in HSE management for large-scale, fast-track construction projects is essential, with a proven track record in managing safety for hazardous operations and cross-country pipeline works, preferably within EPC environments and multi-disciplinary projects.

Collaboration and Communication

Effective collaboration with internal teams, EPC partners, and external agencies is vital to align HSE objectives with overall project goals. The HSE Director will be expected to provide transparent reporting on safety risks and compliance status, ensuring clear communication channels are maintained throughout the project lifecycle.
