About the Role

Parsons Corporation is seeking a highly detailed, site-based Quantity Surveyor to manage commercial and contract administration functions for significant wastewater infrastructure projects in Tabuk. This full-time position requires a professional with 5-10 years of experience to work directly from the project site.

Role Overview

The Quantity Surveyor will be responsible for the accurate measurement, validation, and certification of all physical works, including wastewater treatment plants, pumping stations, and deep utility networks. The role ensures that contractor payments accurately reflect field conditions and adhere to project budgets and contractual agreements.

Key Responsibilities

  • Perform on-site measurements and quantity take-offs to validate and certify monthly contractor progress billings and interim payment certificates (IPCs).
  • Conduct physical site inspections to audit completed works and verify contractor-reported quantities against actual progress.
  • Evaluate contract variations, site instructions, and change orders related to wastewater networks, earthworks, and structural concrete.
  • Assist in the review and settlement of commercial claims by analyzing site records, diaries, and RFIs for cost impact assessment.
  • Maintain auditable commercial files, including tracking sheets, measurement books, and material delivery logs.
  • Collaborate with Resident Engineers and site construction teams to reconcile discrepancies between design drawings and installed quantities.

Required Qualifications and Experience

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or Construction Management.
  • A minimum of 7 years of direct construction experience as a Quantity Surveyor.
  • Proven experience working on wastewater networks, treatment facilities, or wet infrastructure utilities.
  • Professional accreditation (*, MRICS, AIQS) is highly advantageous.

Technical and Soft Skills

  • In-depth knowledge of civil engineering standard methods of measurement (*, CESMM4 or POMI) and FIDIC forms of contract.
  • Proficiency in AutoCAD, Excel, and specialized commercial management software.
  • Strong interpersonal and written communication skills in English.
  • Ability to negotiate and resolve quantity disputes with contractors on-site.
  • Analytical mindset and high professional integrity.
  • Stamina to manage commercial operations on a live, fast-paced infrastructure site.

Work Location and Type

This is a full-time, site-based position located in Tabuk. The role requires active presence and management directly from the project site.
