About RAWAJ and the Chief Executive Officer Role

RAWAJ is an investment firm specializing in investment management and Shariah-compliant financing solutions. Based in Jeddah, we are seeking a Chief Executive Officer - Investment Management to lead our operations. This full-time role focuses on capturing the underserved fee-based bespoke arranging market for Shariah-compliant debt instruments, specifically RECCs and sukuk, within the SAR 30-100M ticket band.

Core Leadership and Market Engagement

The Chief Executive Officer will lead all commercial, operational, regulatory, and human capital functions. Key responsibilities include:

  • Leading the origination and closing of arrangement mandates.
  • Building and managing institutional investor relationships, serving as the primary relationship steward for institutional investors, asset sponsors, and CMA regulatory stakeholders.
  • Pitching fund allocation and arrangement opportunities to relevant parties.
  • Executing competitive positioning against market competitors and monitoring market intelligence.
  • Guiding product and instrument design within Shariah compliance constraints, with potential for expansion beyond RECCs/sukuk.

Operational and Financial Management

This role involves direct oversight of operational and financial performance, including:

  • Directly managing the Head of Arranging and operational leadership.
  • Chairing the investment committee and credit committee.
  • Approving all transactions and risk appetite decisions.
  • Overseeing financial planning, forecasting, and investor reporting.
  • Managing equity raise execution and cap table.

Regulatory Compliance and Governance

The CEO is responsible for ensuring robust governance and adherence to regulatory standards:

  • Owning CMA license maintenance, from Preliminary Arranging License path to Full License.
  • Managing regulatory reporting and the compliance calendar.
  • Building a robust control environment, including SOPs, segregation of duties, and financial controls.
  • Managing audit and compliance functions.

Team Leadership and Culture

A critical aspect of this role is building and fostering a high-performing team:

  • Building and retaining a world-class arranging and operations team.
  • Owning hiring, onboarding, and performance management processes.
  • Creating a performance-driven culture within the firm.

Candidate Profile and Experience

Candidates for this Chief Executive Officer position must demonstrate:

  • Proven success in founding, scaling, or leading P&L in a financial services platform, with a track record of AUM or revenue growth.
  • Deep familiarity with the Saudi regulatory environment, including CMA, SAMA, and Saudi Labor Law.
  • Strong Shariah compliance knowledge, with comfort partnering with Shariah advisors and embedding compliance into product design.
  • Demonstrated institutional relationship-building capabilities and credibility with wealth managers, family offices, and institutional sponsors.

A minimum of 10 years of relevant experience is required for this full-time role in Jeddah.
