Role Overview: Oracle Fusion Payroll Cloud Techno-Functional Consultant

Pansoft Technologies is seeking an experienced Oracle Fusion Payroll Cloud Techno-Functional Consultant for a full-time, on-site position in Jeddah, Makkah, or Riyadh. This role requires deep expertise in KSA and GCC (KSA/UAE) payroll legislation, encompassing both functional configuration and technical development. The consultant will be responsible for leading end-to-end design, configuration, and development of payroll solutions across multi-country implementations, from requirements gathering and fit-gap analysis to Fast Formula development, extracts, integrations, and statutory compliance.

Mandatory hands-on experience with KSA payroll, including functional configuration and technical build of WPS, GOSI, Mudad/SIF, and end-of-service benefit calculations, is required.

Key Responsibilities

• Functional — Design & Configuration: Lead full-cycle Oracle Fusion Payroll implementations for KSA legislative environments, including requirements gathering, fit-gap analysis, configuration, testing, and go-live support. Configure payroll elements, earnings, deductions, element classifications, and balance feeds for US, India, and KSA/UAE legislation. Design and configure payroll costing rules, cost allocation flexfields, GL transfer setups, payroll processing flows, calendars, pay periods, and consolidation groups. Manage integration design between Absences and Oracle ERP Financials.
• Technical — Build & Development: Design, develop, and debug Oracle Payroll Fast Formulas for eligibility, rates, accruals, proration, taxation, and custom deduction calculations across India, KSA, and UAE legislation. Build and maintain HCM Extracts for carrier files, statutory reports, WPS salary files (Mudad for KSA, SIF for UAE), and third-party system interfaces. Develop BI Publisher reports and OTBI analyses for payroll reconciliation, costing verification, and regulatory compliance. Design and implement HDL and HSDL templates for payroll data migration, element entry uploads, and balance initializations. Develop and maintain payroll costing subledger extensions and custom GL account derivation logic.
• Shared — Delivery, Testing & Support: Conduct CRP, SIT, UAT, and parallel run testing with client payroll teams, including defect triaging. Develop and maintain functional and technical design documents, data flow diagrams, API specs, interface control documents, test scripts, configuration workbooks, and end-user training materials. Provide post-go-live hypercare support and manage production incidents. Assess quarterly Oracle Cloud patch releases for functional and technical impact, performing regression testing.

Qualifications and Experience

• 5-10 years of overall experience in Oracle Fusion Payroll Cloud Techno-Functional consulting.
• 6+ years of experience with Oracle HCM Cloud (Functional + Technical).
• 3+ years of mandatory functional and technical experience with KSA / UAE Payroll, including WPS/Mudad/SIF/GOSI.
• 3+ years of experience in Fast Formula authoring and debugging.
• 4+ years of experience with HCM Extracts / BI Publisher.
• 5+ years of experience with SQL / PL/SQL.
• Completion of 3+ full-cycle HCM Implementations (end-to-end functional + technical).

Work Environment

This is a full-time, on-site position based in the Makkah region, with primary locations in Jeddah, Makkah, or Riyadh. The role involves close collaboration with HR, Finance, and IT teams, contributing to continuous process improvement and system optimization.
