About SEGULA Technologies and the Role

SEGULA Technologies is seeking an experienced Technical Manager (Construction & Engineering) to join their team. This full-time position is based in King Abdullah Economic City, Makkah, and is crucial for a major automotive industrial development project.

Role Purpose and Project Context

The Technical Manager will provide multidisciplinary engineering leadership and technical assurance throughout the entire lifecycle of the project. This role ensures that all engineering and construction activities adhere to required standards, specifications, and project objectives, maintaining technical integrity from design through to operational readiness.

Core Responsibilities

• Provide technical governance across all engineering and construction phases.
• Review consultant engineering designs for compliance, coordination, and constructibility.
• Manage technical queries, engineering changes, and deviations.
• Oversee the technical compliance of civil, structural, and building systems.
• Manage the integration of Mechanical, Electrical, and Plumbing (MEP) systems and utilities.
• Coordinate interfaces between building services and production equipment.
• Resolve multidisciplinary engineering conflicts efficiently.
• Review construction methodologies, particularly for complex or high-risk activities.
• Manage engineering risk and implement technical change control processes.
• Support quality inspections and ensure adherence to Inspection and Test Plan (ITP) requirements.
• Support integrated testing and commissioning activities.
• Review as-built drawings and Operations & Maintenance (O&M) documentation.
• Manage technical interfaces with consultants, contractors, utility providers, and equipment suppliers.
• Support final handover procedures and ensure operational readiness of the facility.

Candidate Profile and Experience

The ideal candidate will possess 5 to 10 years of experience in a technical management role within construction and engineering, with a proven track record in large-scale industrial or automotive development projects. Strong leadership capabilities in a multidisciplinary engineering environment are essential.
