Title Global Lead Procurement Officer

About the Role

SDGs @ IsDB Group is seeking a Global Lead Procurement Officer to provide leadership in project procurement. This contract position, based in Jeddah, Makkah, involves developing and strengthening procurement policies, guidelines, procedures, tools, and strategies. The role ensures fiduciary integrity, compliance, economy, efficiency, transparency, and value for money in Bank-financed operations.

Key Responsibilities

• Lead the development of procurement policies and procedures aligned with Member Countries’ capacities and MDB practices.
• Contribute to the formulation of the Unit's strategy, annual plans, and budget, ensuring proper implementation.
• Develop and update project procurement policy instruments, including procedures, processes, standard templates, and checklists, ensuring "fit-for-purpose" approaches and "value-for-money."
• Guide beneficiary countries in preparing Procurement Strategies and Plans to achieve project and program development objectives.
• Develop and implement a robust procurement risk matrix with mitigation measures at the project level.
• Lead the development of procurement packages for works, goods, and services during project preparation.
• Provide facilitation and implementation support to project procurement officers across Regional Hubs (RHs).
• Lead and monitor procurement-related activities for RHs, ensuring compliance with agreed Procurement Plans and the Bank’s policies.
• Lead technical assessments of Member Countries’ procurement and e-GP systems using the MAPS tool.
• Provide significant input into the development of training programs for procurement and operations staff, executing agencies, and PMUs.
• Deliver country procurement workshops, specialized clinics, and joint events with MDBs.
• Provide expert advice on procurement issues to Management and external stakeholders.
• Develop and implement innovative ideas and improvement proposals for procurement processes.
• Ensure effective dissemination of lessons learned and best practices in procurement.
• Lead the resolution of procurement issues raised by various stakeholders regarding policy interpretation and compliance.
• Provide clear, focused, and candid opinions on procurement-related issues with practical guidance.
• Contribute to managing relationships with key internal and external stakeholders, including government officials and co-financers.

Qualifications and Experience

• A minimum of 10 years of relevant experience in procurement.
• Demonstrated ability to provide expert advice and procurement opinions.
• Experience in strengthening country and e-procurement systems.
• Proven track record in leading capacity development initiatives.
• Ability to address complex procurement challenges and risks.

Skills and Competencies

• Strong understanding of international best practices in procurement.
• Ability to promote innovation and knowledge sharing.
• Excellent collaboration and communication skills with development partners and multilateral development banks.
• Proficiency in developing and managing procurement in compliance with agreed arrangements.
• Capability to build capacity and mainstream new procurement approaches such as sustainable procurement, rated criteria, and life-cycle costing.

Work Environment

This role operates within a global context, supporting development projects in Member Countries and collaborating with various internal departments and external stakeholders. The position requires monitoring portfolio procurement performance across Regional Hubs and engaging in joint initiatives with other MDBs and development partners.
