About the Role

The Islamic Development Bank (IsDB) is seeking a Global Lead Procurement Officer to provide leadership in project procurement. This contract position is based in Jeddah, Makkah, and requires over 10 years of experience. The role focuses on developing and strengthening procurement policies, guidelines, procedures, tools, and strategies to ensure fiduciary integrity, compliance, economy, efficiency, transparency, and value for money in Bank-financed operations.

Key Responsibilities

  • Lead the development of procurement policies and procedures aligned with Member Countries' capacities and MDB practices.
  • Contribute to the formulation of the Unit's strategy, annual plans, and budget, ensuring proper implementation.
  • Develop and update project procurement policy instruments, including procedures, processes, standard templates, and checklists, ensuring they are fit-for-purpose and reflect value-for-money.
  • Guide beneficiary countries in preparing Procurement Strategies and Plans to achieve project and program development objectives.
  • Develop and implement a robust procurement risk matrix with mitigation measures at the project level.
  • Lead the development of procurement packages for works, goods, and services during project preparation.
  • Lead and monitor procurement-related activities for Regional Hubs (RHs) to support project procurement processes.
  • Lead technical assessments of Member Countries' procurement systems and e-GP systems using the MAPS tool.
  • Provide significant input in developing training programs for procurement and operations staff, as well as executing agencies and PMUs.
  • Provide expert advice on procurement issues to Management and external stakeholders.
  • Develop and implement innovative ideas and improvement proposals for procurement processes.
  • Lead the resolution of procurement issues raised by various stakeholders, particularly concerning policy interpretation and compliance.
  • Maintain effective communication with Operations teams to ensure regular briefings on project activities.
  • Contribute to managing relationships with key internal and external stakeholders, including government officials and Executing Agencies.
  • Enhance partnerships with procurement teams of co-financiers and other development partners.

Qualifications and Experience

  • A minimum of 10 years of relevant experience in project procurement.
  • Demonstrated experience in developing and implementing procurement policies, guidelines, and procedures.
  • Proven ability to provide expert advice and support on complex procurement challenges.
  • Experience in capacity development initiatives and monitoring portfolio procurement performance.
  • Familiarity with international best practices in procurement and collaboration with multilateral development banks.

  • Strong leadership skills in project procurement.
  • Expert knowledge of procurement strategies, tools, and fiduciary integrity.
  • Ability to provide clear, focused, and candid opinions on procurement-related issues.
  • Proficiency in assessing country procurement systems and e-GP systems.

  • Capacity to promote innovation and knowledge sharing in procurement.

Work Environment

This role is a contract position based in Jeddah, Makkah. The Global Lead Procurement Officer will work within a dynamic environment, collaborating with operations teams across Regional Hubs and engaging with various internal and external stakeholders, including government officials and development partners.
