Traffic Engineer

About the Role

Bechtel Corporation is seeking a Traffic Engineer to join their team in Jubail, Eastern Province, Saudi Arabia. This full-time role involves providing transportation recommendations for the City Master Plan, considering various traffic aspects including public transportation in residential areas, material handling and goods movement for industrial zones, rail freight, and port-related traffic.

Project Context: Jubail Industrial City

Jubail represents a significant civil engineering undertaking, managed by Bechtel since the mid-1970s. Saudi Arabian Bechtel Company (SABCO) operates as the Management Services Contractor (MSC) for the Royal Commission (RC), overseeing engineering, procurement, and construction (EPC) management. This includes managing design submissions from local architect/engineering firms and supervising construction work by local contractors in Jubail and Ras Al-Khair Industrial Cities. The contract with the Royal Commission was renewed in June 2026 for another five years, focusing on the development of new residential communities, infrastructure, and various public facilities.

Key Responsibilities

• Apply traffic management principles, techniques, and analysis.
• Review, consult on, and revise contractor Traffic Management Plans and industry applications.
• Undertake various technical aspects of traffic safety engineering work.
• Direct routine traffic engineering and design assignments in accordance with Local (RC), National (MOT), and International (FHWA) standards where applicable.
• Supervise and lead traffic engineering studies.
• Assist in preparing and updating specifications for traffic field devices.
• Assist and review contractors in developing and submitting Traffic Management Plans (TMPs).
• Liaise with internal and external stakeholder officials.
• Review and assist in developing scopes of work for projects/studies (*, Signal Coordination and Optimization, Traffic Impact Study, Road Safety Audit, Temporary Traffic Management Plans, Access Studies).
• Provide technical support to various internal and external entities to improve traffic mobility and safety.
• Perform traffic engineering studies related to transportation network systems.
• Prepare Traffic Assessment and Traffic Impact reports.
• Review traffic reports prepared by other consultants.
• Provide highway capacity assessment and traffic volume balancing to evaluate existing and proposed levels of service.
• Utilize computer and computer-generated results to prepare reports and develop traffic schemes.
• Provide support for conducting traffic surveys, providing traffic volumes, and trip generation and distribution.
• Perform and review signalized intersections and prepare and optimize traffic signal timing using industry-standard software.

Qualifications and Experience

• 5-10 years of experience in traffic engineering.
• Extensive experience in traffic safety.
• Proficiency in using traffic modeling software such as AutoCAD, SYNCHRO, SYDRA, VISSIM, and HCS software.
