About the Chief Electrical Engineer Role

Libera Consultants is seeking a Chief Electrical Engineer for a full-time position in Al Khobar, Eastern Region. This role involves leading and overseeing large-scale projects within the energy/industrial sector. The position requires a minimum of 10 years of experience.

Key Responsibilities

The Chief Electrical Engineer will be responsible for a range of critical tasks, including:

• Coordinating with the Principal Electrical Engineer to ensure accurate project design implementation.
• Leading and managing the work of Lead Engineers across multiple projects.
• Preparing and reviewing electrical engineering studies, drawings, specifications, and technical documentation.
• Resolving complex engineering challenges in accordance with international codes and standards.
• Defining project scope, objectives, and priorities.
• Planning, scheduling, and monitoring departmental workload.
• Establishing and maintaining procedures, methods, and quality controls.
• Ensuring compliance with quality and safety standards.
• Liaising with internal teams and external clients.

Leadership and Team Management

This role includes significant leadership responsibilities focused on developing the Electrical Engineering team:

• Managing, mentoring, and developing the Electrical Engineering team.
• Supporting recruitment, training, and performance management processes.
• Contributing to departmental budgeting and resource planning.
• Reviewing team performance and recommending salary adjustments.
• Approving timesheets and overseeing team productivity.

Required Qualifications and Experience

Candidates must meet the following criteria:

• Bachelor’s Degree in Engineering; a Master’s Degree is preferred.
• Registered Professional Engineer status.
• A minimum of 25 years of experience in Electrical Engineering.
• Proven experience in oil & gas, hydrocarbon, refinery, offshore, or infrastructure projects.
• Recognition as a specialist on large to mega-scale projects.

Technical Expertise

Strong expertise is required in the following areas:

• Electrical engineering design and practices.
• Protection systems and calculations.
• International codes, standards, and specifications.
