About the Commercial Manager Role

PACC Offshore Services Holdings Ltd is seeking a Commercial Manager to lead all commercial and business development activities in Saudi Arabia. This full-time position, based in Dammam, Eastern Province, requires 5-10 years of experience and focuses on driving growth, managing key client relationships, ensuring compliance, and aligning operations with headquarters. The role has a significant emphasis on Saudi Aramco requirements and managing the complete commercial lifecycle from tendering through to invoicing.

Commercial Management Responsibilities

• Lead and coordinate the commercial team, ensuring close alignment with headquarters.
• Oversee market research, provide pricing support, and conduct competitor analysis.
• Manage proposals, tendering processes, budgets, documentation, and post-tender negotiations.
• Handle contract administration, invoicing, regulatory filings, and vessel-related commercial reporting.
• Support the Finance department with budget management and monthly financial updates.

Client Engagement and Business Development

• Cultivate and maintain strong client relationships, with a primary focus on Saudi Aramco and its contractors.
• Manage client negotiations, payment processes, collections, and CRM system updates.
• Drive new business development initiatives, maintain a robust sales pipeline, and build relationships with vessel owners.
• Gather market intelligence and represent the company at relevant industry events.

Compliance and Government Relations

• Manage interactions with government entities and ensure the validity of commercial permits and documents.
• Maintain monthly updates within Aramco systems.
• Lead compliance efforts for ZATCA e-invoicing and manage cybersecurity and ESG certifications.

Invoicing, Verification, and IKTVA Reporting

• Lead the invoicing team and provide support for SAP and Aramco portal submissions.
• Prepare necessary supporting documentation and manage verification processes.
• Oversee IKTVA reporting, including data preparation and audit support.

Cross-Functional Collaboration

Coordinate effectively with Operations, Insurance, Risk, Legal, and IT departments on matters pertaining to Saudi Arabia. Maintain internal commercial reports and track vessel status to ensure operational awareness.
