About Bechtel Corporation and the Expo 2030 Riyadh Project

This role supports the Expo 2030 Riyadh project in Riyadh, Saudi Arabia, a global platform themed “Foresight for Tomorrow” that promotes sustainable development and innovation. Scheduled from October 2030 to March 2031, the Expo anticipates over 40 million visits. Bechtel is responsible for managing the infrastructure program for the 6 km2 Masterplan, which includes early works, utilities, and public spaces such as streets and parks. The project will transition into a mixed-use legacy development post-event, adhering to international sustainability standards for urban afforestation, treated water, and energy sources.

The Role of Design Manager, Mobility Systems

As a Design Manager, Mobility Systems (EXPO), you will be responsible for the planning, design review, coordination, integration, and stakeholder management of mobility-related infrastructure packages. This full-time position involves overseeing critical elements such as roads, highways, junctions, streetscapes, parking facilities, Park & Ride infrastructure, pedestrian networks, cycling infrastructure, transport-related utilities interfaces, and supporting civil works.

You will coordinate with multiple consultants and stakeholders to ensure that all infrastructure designs are integrated, constructible, compliant with project requirements, and aligned with overall program objectives. Your technical guidance and recommendations will be crucial in ensuring designs meet project specifications and remain within defined scope, schedule, and budget.

Key Responsibilities

  • Report to the Engineering Manager – Mobility & Civil Infrastructure.
  • Manage the day-to-day design packages for mobility infrastructure.
  • Oversee multidisciplinary consultants responsible for roads, highways, parking facilities, transport infrastructure, pedestrian environments, cycling facilities, and supporting civil works.
  • Coordinate infrastructure design activities with planning, architecture, landscape, utilities, structures, operations, logistics, security, and adjacent development packages.
  • Lead technical reviews and facilitate consultant comment resolution.
  • Monitor consultant performance against approved scope, program, and deliverables.
  • Review design submissions for compliance with project requirements and applicable standards.
  • Manage infrastructure-related interfaces between horizontal and vertical development packages.
  • Support constructability reviews, phasing reviews, staging assessments, and traffic management considerations.
  • Identify design risks, technical issues, program constraints, and interface conflicts.
  • Manage infrastructure-related design changes, ensuring impacts are assessed and appropriately coordinated.
  • Support stakeholder engagement with authorities, operators, utility agencies, and project teams.
  • Track actions, deliverables, approvals, and review comments through to closure.
  • Prepare technical reports, presentations, and recommendations for management review.

Required Qualifications and Experience

  • Bachelor's or Master's degree (or international equivalent) in Civil Engineering, Transportation Engineering, or a related discipline.
  • Minimum of 15 years of experience in transportation or civil infrastructure.
  • Minimum of 7 years of experience in a design management, engineering management, or lead engineering role.

Essential Skills and Knowledge

  • Demonstrated experience with major programs involving highways, roads, transport infrastructure, airports, metro systems, Expo projects, or similar megaproject developments.
  • Proven experience in managing multidisciplinary design consultants.
  • Strong understanding of infrastructure coordination and interface management principles.
  • Strong stakeholder and authority management skills.
