Estimating & Tendering Manager

About the Role

Outdoor Factory Middle East & Africa (ODF) is expanding its presence in Saudi Arabia and is establishing an in-house estimating and tendering capability. We are seeking an Estimating & Tendering Manager to lead this function from Riyadh. This full-time position requires 5-10 years of experience and involves significant ownership in managing the tender process and providing accurate cost positions for complex, design-led projects.

Role Context and Impact

The Estimating & Tendering Manager will be responsible for developing complete, traceable, and realistic cost positions for high-end fit-out, theming, and specialist projects. This role involves direct collaboration with Procurement and the Pre-Construction lead, influencing work packaging and pricing strategies. The successful candidate will contribute to securing tenders by providing commercial insight, challenging quantities and quotations, understanding construction methodologies, and identifying potential cost risks.

Key Responsibilities

• Analyze ITT documents, BOQs, drawings, specifications, and addenda to identify omissions, inconsistencies, and scope gaps.
• Conduct high-accuracy quantity spot checks and develop detailed rate build-ups covering labor, materials, plant, logistics, installation, and testing.
• Price preliminaries, mobilization, temporary works, mock-ups, and close-out requirements, translating program and methodology into cost.
• Define tender packaging strategies and prepare RFP packages, Scope Responsibility Matrices, and Scopes of Work.
• Evaluate subcontractor and supplier quotations for technical and commercial completeness, ensuring bids are directly comparable.
• Coordinate closely with Procurement throughout the RFQ process.
• Maintain assumptions, exclusions, and a cost-risk register with appropriate allowances.
• Support value engineering and alternative materials, methods, and sourcing.
• Prepare cost summaries and management review reports, and contribute to building the historical cost and benchmarking database.
• Lead technical briefings and pre-bid meetings, support post-tender clarifications, and provide a structured cost handover upon award.

Qualifications and Experience

• 5-10 years of experience in estimating and tendering.
• Demonstrated ability to analyze full project scopes, challenge quantities and quotations, and understand construction processes.
• Proven capability in identifying and mitigating cost risks.
• Strong commercial acumen and analytical skills.
