About HSBC Saudi Arabia

HSBC Saudi Arabia provides investment banking services to a diverse range of corporate and institutional clients within both the private and government sectors. This includes public and private companies, establishments, funds, government agencies, and family businesses and offices. The company is seeking a Financial Crime Manager to join its team in Riyadh, Saudi Arabia.

Role Overview

The Financial Crime Manager will be responsible for supporting and directing Financial Crime (FC) Compliance across all HBSA business lines, with a particular focus on KYC and Customer Due Diligence. This full-time role involves ensuring adherence to regulatory requirements, managing investigations, and contributing to the implementation of an effective FC framework.

Key Responsibilities

  • Provide support and direction on FC Compliance for all HBSA Business lines, particularly regarding KYC and Customer Due Diligence requests.
  • Review new or amended laws, rules, regulations, and HBSA policies, assess their applicability, and guide business areas to ensure compliance.
  • Communicate with the CMA and other regulatory authorities to resolve queries or issues.
  • Assist in audit committees and support remediation efforts for FC gaps identified during reviews.
  • Ensure the implementation of an effective Compliance training program within HSBC SA.
  • Make recommendations for onboarding new high-risk rated customers and retaining existing ones.
  • Review the quality and completeness of Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) information.
  • Escalate negative hits, Sanctions exposure, or AML exposure to the Risk Reputational Client Selection Committee.
  • Support initiatives to proactively improve KYC processes for sanctions compliance.
  • Contribute to the implementation of an effective FC framework and controls to protect the bank.
  • Provide support for FC-related projects as required.
  • Review reports, make recommendations, and follow up on corrections and remedial actions.
  • Assist with the timely completion of AML, Sanction, AB&C, Tax Evasion, Internal and External Fraud, and Market Surveillance reporting requirements.
  • Conduct effective and timely investigations into assigned cases, preparing high-quality investigative narratives.
  • Escalate financial crime risks to the Senior Manager of the FC unit when identified during an investigation.
  • Manage Oracle Watchlist Screening (OWS) referrals and Transaction Monitoring System (SAS) alerts.
  • Support the team by providing back-up coverage for leave and vacation.
  • Update FC packs for local and regional committees and manage FC risk controls in Helios.
  • Support and oversee daily trade and communications surveillance and transaction monitoring across business lines.
  • Assess the adequacy of controls within covered business areas and manage ad-hoc trading reviews.
  • Assist with the implementation of new surveillance and market abuse monitoring tools.

Stakeholder Engagement

  • Interact with HSBC SA Senior Management for escalating compliance-related issues or requests.
  • Collaborate with all departments and businesses to develop action plans and responses to regulatory authorities.
  • Coordinate with the CMA to respond to or resolve queries and issues.
  • Network with regulatory authorities to maintain relationships, resolve compliance concerns, and stay informed of new developments.

Qualifications and Experience

  • Candidates must be Saudi Nationals.
  • A minimum of 5-10 years of relevant experience is required for this role.

This full-time position is based in the Al Dar Al Baida District, Riyadh, Saudi Arabia.
