About the Role

Parsons Corporation is seeking a Fire & Life Safety Engineer/Inspector to join our team in Riyadh, Saudi Arabia. This full-time role involves providing technical oversight, inspection, testing, and compliance verification for Fire & Life Safety (FLS) systems across various projects. The position ensures that FLS installations adhere to approved designs, project specifications, applicable fire codes and standards, Civil Defense requirements, and client specifications.

Core Responsibilities

The Fire & Life Safety Engineer/Inspector will coordinate closely with multiple project teams, including Engineering, Construction, Quality, HSE, Commissioning, and ICT/ELV, as well as specialist contractors, vendors, consultants, and Airport Operations. Key responsibilities include:

  • Reviewing and inspecting FLS systems in accordance with approved drawings, specifications, ITPs, method statements, and applicable codes.
  • Conducting site inspections to verify the quality and compliance of FLS installations.
  • Reviewing approved shop drawings, coordinated drawings, material submittals, calculations, and technical documentation.
  • Coordinating FLS interfaces with Building Management Systems (BMS), Information and Communication Technology (ICT), Security, Access Control, HVAC, Electrical, Elevators, and other building systems.
  • Identifying FLS design, installation, and interface risks, and escalating issues to the responsible engineering team.
  • Providing technical recommendations to resolve installation and compliance issues.
  • Ensuring all FLS activities comply with applicable NFPA, IBC, IFC, BS, EN, Saudi Building Code, Civil Defense, and project-specific requirements.

System Inspection and Verification

Specific inspection duties cover a broad range of fire and life safety components, including:

  • Inspecting installation of fire alarm, fire detection, sprinkler, hydrant, hose reel, fire pump, fire suppression, smoke control, and emergency lighting systems.
  • Verifying fire alarm devices such as smoke detectors, heat detectors, manual call points, sounders, strobes, modules, and panels.
  • Inspecting fire suppression systems including sprinkler networks, clean agent systems, water mist, and foam systems.
  • Inspecting fire water systems, including fire pumps, jockey pumps, fire tanks, hydrants, hose reels, valves, and associated pipework.
  • Verifying passive fire protection elements such as fire-rated equipment, fire stopping, fire doors, and fire-rated penetrations.
  • Inspecting emergency lighting, exit signage, and evacuation systems.
  • Verifying FLS system installation against approved layouts, coverage requirements, equipment locations, and design criteria.
  • Reviewing and verifying hydraulic calculations, flow, pressure, and system zoning.
  • Inspecting FLS system cabling, containment, interfaces, labeling, and termination.

Testing, Documentation, and Compliance

The role also encompasses comprehensive testing and documentation management:

  • Witnessing and inspecting pressure testing, flushing, hydrostatic testing, flow testing, alarm testing, and functional testing.
  • Supporting Integrated Systems Testing (IST) and verification of FLS system interfaces and cause-and-effect sequences.
  • Reviewing testing and commissioning procedures and results, and verifying calibration certificates for testing equipment.
  • Raising Inspection Requests (IRs), Site Inspection Reports, Quality Observations, and Non-Conformance Reports (NCRs), and coordinating corrective actions.
  • Monitoring the closure of FLS-related NCRs, punch-list items, and inspection findings.
  • Reviewing contractor and specialist vendor technical submittals for project compliance.
  • Supporting authority inspections and approvals, including coordination with Saudi Civil Defense and other relevant authorities.
  • Reviewing and verifying FLS system documentation, commissioning records, test certificates, and maintenance documentation prior to final acceptance and handover.
  • Supporting the preparation of FLS handover dossiers, O&M manuals, and final acceptance documentation.

Qualifications and Experience

Candidates should possess the following qualifications and experience:

  • Education: Bachelor’s degree in Fire Protection Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
  • Experience: 5-10 years of relevant experience in Fire & Life Safety engineering, inspection, testing, or commissioning.
  • Project Background: Proven experience on major airport, infrastructure, commercial, industrial, or large-scale building projects.
  • Technical Knowledge: Strong knowledge of fire protection and life safety systems.
  • Collaboration: Experience working with specialist fire protection contractors, consultants, vendors, and authorities.

Preferred Certifications and Skills

The following qualifications and experiences are highly preferred:

  • Airport or aviation project experience.
  • NFPA certifications or training.
  • Certified Fire Protection Specialist (CFPS) certification.
  • NICET certification.
  • Civil Defense-approved or recognized fire safety qualifications.
  • NEBOSH, IOSH, or relevant HSE certification.
  • Relevant testing and commissioning certification.
