About the Role

Antal International is seeking an experienced Senior Manager – HR Operations to lead and oversee HR operations for a diversified healthcare organization in Riyadh, Saudi Arabia. This full-time position requires over 10 years of experience and will be responsible for managing HR operations across multiple healthcare businesses, including hospitals, clinics, pharmacies, and medical laboratories, while supporting the integration of future businesses.

Key Responsibilities

The Senior Manager will own HR operational performance, compliance, HR systems, workforce planning, policies and procedures, Government Relations compliance, Organizational Development, Performance Management, Employee Relations, Compensation & Benefits, and HR audits. This role also involves leading the Learning & Development agenda on an interim basis and supporting HR due diligence and integration activities.

Oversee end-to-end HR operations across multiple healthcare business verticals in KSA.
Establish, monitor, and improve HR KPIs, SLAs, and operational targets, ensuring consistent service delivery.
Ensure compliance with internal HR policies, procedures, organizational governance, and applicable Saudi labor and employment regulations.
Lead and coordinate internal, Group, statutory, regulatory, and external HR audits, ensuring timely closure of findings.
Ensure HR compliance readiness for healthcare accreditation requirements, including CBAHI where applicable.
Ensure compliance with PDPL and applicable HR data privacy requirements.
Oversee HRMS customizations, implementations, enhancements, and system governance, partnering with IT.
Drive HR reporting, dashboards, analytics, and data-driven decision-making.
Oversee employee investigations, grievances, disciplinary matters, and other employee relations cases, ensuring fair and legally compliant handling.
Lead the implementation and continuous improvement of the Performance Management cycle.
Ensure compliance with KSA Government Relations requirements, including Qiwa, Mudad, Muqeem, GOSI, MHRSD, Saudization, and Nitaqat.
Lead HR budgeting, workforce planning, and cost management activities.
Drive Organizational Development initiatives, supporting organizational structure reviews, workforce optimization, and job design.
Oversee Compensation & Benefits activities, ensuring equitable, competitive, and compliant practices.
Support HR due diligence and integration activities for potential acquisitions and partnerships.
Lead the Learning & Development agenda on an interim basis, ensuring alignment with organizational priorities.
Lead and develop the HR Operations team, building strong relationships with senior management and stakeholders.

Qualifications and Experience

A minimum of 10 years of experience in HR operations.
Proven experience in overseeing HR operations across multiple business verticals, preferably within the healthcare sector.
Strong understanding of Saudi labor and employment regulations, including Government Relations platforms.
Experience with HR systems (HRMS) and data privacy requirements (PDPL).
Demonstrated ability to lead HR audits and ensure compliance readiness.
Experience in managing employee relations, performance management, and compensation & benefits.
Capability to drive strategic HR initiatives and support organizational development.
