About the Role

Parsons Corporation is seeking a Senior Planner – Tunnel MEP & Fit-Out to join their team in Riyadh, Saudi Arabia. This full-time role is central to the Diriyah Gate Development Infrastructure Program, focusing on the development, maintenance, and control of detailed project schedules for Tunnel Mechanical, Electrical, and Plumbing (MEP) and fit-out works.

Key Responsibilities

The Senior Planner will be responsible for overseeing critical scheduling and monitoring activities, ensuring seamless integration and robust analysis for project success. Key responsibilities include:

  • Scheduling and monitoring MEP installation, tunnel fit-out, and associated testing & commissioning phases.
  • Integrating contractor programs into the comprehensive tunnel systems schedule.
  • Supporting risk-based planning initiatives and providing essential inputs for Extension of Time (EOT) and delay/claims analysis.

Detailed Planning and Reporting Duties

This position requires a comprehensive approach to project planning, scheduling, and progress measurement. Specific duties include:

  • Developing, updating, and maintaining detailed, logic-linked schedules for Tunnel MEP and fit-out works using Primavera P6.
  • Establishing and maintaining Work Breakdown Structure (WBS), Cost Breakdown Structure (CBS), and coding structures aligned with project reporting.
  • Defining construction and installation sequences for tunnel MEP, architectural finishes, and fit-out activities, considering access, constraints, and interfaces.
  • Coordinating and integrating contractors’ schedules into a consolidated package program, aligning with the tunnel systems master schedule.
  • Preparing short-term look-ahead programs (2-week, 4-week) and supporting site teams in planning upcoming activities.
  • Implementing progress measurement systems for tunnel MEP and fit-out activities, including earned value metrics (EV, PV, AC).
  • Tracking actual progress versus baseline, identifying variances, slippages, and emerging risks.
  • Producing regular reports (weekly, monthly) including S-curves, progress charts, critical path analysis, and milestone tracking.
  • Providing planning inputs and visualizations for internal reviews, client progress meetings, and steering committees.

Specialized Focus and Support

The role involves specialized planning for tunnel systems and providing crucial support for claims and risk management:

  • Collaborating with MEP and fit-out teams to accurately reflect installation and Testing & Commissioning (T&C) sequences in the schedule.
  • Planning and monitoring activities for mechanical, electrical, ELV, communication, control systems, architectural finishes, and tunnel fit-out.
  • Supporting coordination of T&C phases, including pre-commissioning, integrated testing, and authority inspections.
  • Assisting in the preparation and review of EOT claims, developing and maintaining schedules suitable for delay analysis.
  • Supporting Time Impact Analysis (TIA), windows analysis, and as-planned vs as-built comparisons.
  • Contributing to schedule risk identification and assessment, supporting the development of risk registers and mitigation strategies.
  • Ensuring compliance with Diriyah Gate Development Authority and program management planning standards and procedures.
  • Coordinating with construction, MEP, fit-out, design, and commercial teams to maintain a realistic and agreed schedule.

Required Experience and Location

Candidates should possess 5-10 years of relevant experience in project planning and scheduling, preferably within large-scale infrastructure or tunnel projects. The role requires full-time residency in Riyadh, Saudi Arabia, with regular attendance at site locations.

Key Deliverables

Successful execution of this role will result in the following key outputs:

  • Approved baseline schedules and regular updates for Tunnel MEP and fit-out works.
  • Look-ahead schedules and comprehensive progress reports for site teams and management.
  • S-curves, critical path analyses, and detailed milestone tracking sheets.
  • Schedule inputs for EOT and claims analyses, including Time Impact Analysis (TIA) outputs.
  • Contributions to schedule risk registers and associated mitigation schedules.
