This full-time Stakeholder Manager (Rail) position is a bid opportunity based in Riyadh, Saudi Arabia, and is contingent on successful project award and client approval. In compliance with local nationalization policy, this role is reserved for candidates holding a valid Saudi National ID.

Role Overview

The Stakeholder Manager will be responsible for developing and implementing stakeholder management strategies to support project delivery. This involves maintaining effective engagement with key parties and ensuring alignment between project objectives and stakeholder expectations. The role requires close coordination with various entities, including the client, government and regulatory bodies, contractors, consultants, operators, and utility providers. This position is suited for a candidate with over 10 years of experience in large-scale rail, transport, or infrastructure projects, particularly within a PMC or consultancy environment, and a strong understanding of the regulatory and stakeholder landscape in Saudi Arabia.

Key Responsibilities

• Lead the planning, implementation, and continuous improvement of stakeholder management processes throughout the project lifecycle.
• Identify, map, and analyze stakeholder groups, assessing their influence, interest, and impact on the project.
• Develop, implement, and maintain the stakeholder management strategy and engagement plan.
• Build and maintain effective working relationships with the client, authorities, regulatory agencies, utility providers, contractors, and other project stakeholders.
• Coordinate with relevant entities to support project approvals, permits, interfaces, and access requirements.
• Organize and lead stakeholder meetings, workshops, briefings, and consultation sessions.
• Prepare high-quality stakeholder correspondence, reports, presentations, and meeting minutes.
• Monitor stakeholder concerns and expectations, ensuring timely follow-up and issue resolution.
• Manage stakeholder-related risks and escalate critical matters to project leadership as needed.
• Maintain up-to-date stakeholder registers, communication plans, and records of engagement activities.
• Liaise with internal project teams, including engineering, construction, and communications, to ensure coordinated stakeholder responses.
• Support the client and senior management in managing sensitive relationships and high-priority external issues.
• Ensure stakeholder activities align with project governance, contractual requirements, and local regulatory frameworks.

Required Skills and Experience

• A strong track record of engaging with government authorities, public sector entities, and external stakeholders on complex, high-profile projects.
• Strong interpersonal and communication skills, with the ability to influence, negotiate, and build trusted relationships across diverse stakeholder groups.
• Demonstrated diplomacy, sound judgment, and cultural awareness.
• Ability to manage multiple priorities in a dynamic project environment.
• Over 10 years of experience in relevant roles.
