About the Role

ArcelorMittal Tubular Products Al-Jubail is seeking a Senior Analyst Strategy Project Management to join their team in Dhahran, Eastern, Saudi Arabia. This full-time role is responsible for establishing and maintaining portfolio-level governance for the company's strategic and transformation initiatives within the Enterprise Project Management Office (EPMO). The Senior Analyst ensures the integrity of portfolio reporting to executive management, operates the company management system's routines and KPI cadence, and constructively challenges initiative owners on status, risk, and execution readiness. This position acts as a centre of excellence for portfolio governance methods and quality-controls the work of the Analyst, without direct delivery accountability for individual initiatives.

Key Responsibilities

• Maintain and own a consolidated portfolio view of approved strategic and transformation initiatives, tracking milestones, dependencies, risks, and issues, ensuring completeness and reconcilability.
• Design, prepare, and update executive dashboards, status reports, and steering committee materials for the Senior Manager, Director, and executive management.
• Operate and support the company management system cadence, including meeting routines, KPI reporting cycles, action logs, and follow-up on decisions taken by top and middle management.
• Proactively identify and flag deviations, delays, and cross-initiative conflicts to the Senior Manager, providing initial views on root causes and possible resolutions.
• Challenge initiative owners constructively on milestone credibility, dependency risk, and execution readiness, escalating material deviations to the Senior Manager.
• Maintain and improve EPMO standards, templates, and tools, providing support and coaching to initiative owners and the Analyst for consistent application.
• Contribute to the 10-year planning and annual budgeting process by providing portfolio milestones and resource assumptions.
• Quality-control the portfolio data, reporting, and deliverables produced by the Analyst.
• Support Stage-Gate and Front-End Loading governance for capital initiatives within the portfolio, in line with the framework set by the Senior Manager.
• Prepare analysis on portfolio-level trends, delivery bottlenecks, and benefits realisation to inform management decisions.

Educational Qualifications

• Bachelor’s degree in engineering, business administration, project management, finance, or a related field from a recognised university.
• A Master’s degree or MBA is preferred.
• Certification in project or portfolio management, such as PMP, PgMP, PfMP, PRINCE2, or an AACE certification, is preferred.

Required Professional Experience

• Consulting route: 3 to 4 years in a strategy, transformation, or capital projects advisory firm, including at least 2 years at Associate or Consultant level, or equivalent.
• Corporate PMO route: 5 to 7 years in an enterprise, corporate, or transformation PMO, of which at least 3 years at portfolio or programme level.
• Capital projects route: 7 to 9 years in project controls, planning, or PMO within an owner’s team or EPC contractor, of which at least 3 years at portfolio or programme level rather than single-project level.
• Either the consulting or corporate PMO route is preferred.
• Demonstrated experience preparing materials for, and presenting into, executive or steering committee forums.

Industry Experience

• Experience in industrial, manufacturing, oil and gas, or other capital-intensive sectors is strongly preferred.
