About the Role

Massar Business Solutions is seeking a qualified and motivated SPV General Manager (Operations & Maintenance) to lead the day-to-day management of a Special Purpose Vehicle (SPV) during its commissioning and subsequent Operations & Maintenance (O&M) phases. This full-time position is based in Saudi Arabia, with a preference for candidates located between Jeddah and Yanbu. The role requires a Saudi National with over 10 years of experience, and the expected joining date is between mid-May and mid-June 2026.

Role Purpose and Context

The primary purpose of this role is to ensure operational stability, maintain contractual compliance, and coordinate effectively with internal teams, client representatives, and the O&M subcontractor. The SPV is currently in the commissioning stage and transitioning into operations and maintenance. The General Manager will serve as the central coordination point to ensure stable operations, contractual compliance, accurate reporting, and governance discipline.

Key Responsibilities

• Act as the primary interface between the SPV, client representatives, and internal teams.
• Oversee the transition from commissioning to steady-state operations.
• Ensure all readiness plans, procedures, and handover requirements are completed.
• Direct the O&M subcontractor to meet Key Performance Indicators (KPIs) and service level standards.
• Manage daily SPV operations, including documentation, governance routines, and reporting.
• Lead a small internal team, ensuring accountability and timely deliverables.
• Ensure compliance with contractual, regulatory, and Health, Safety, and Environment (HSE) requirements.
• Monitor operations, risks, performance issues, and corrective actions.
• Oversee budget adherence and financial processes in collaboration with the Finance Manager.
• Manage stakeholder engagement and escalations.
• Prepare and present periodic performance and financial reports.

Qualifications and Requirements

• Over 10 years of relevant professional experience.
• Saudi National only.
• Preferably based between Jeddah and Yanbu.

Reporting Structure and Interfaces

The SPV General Manager will have direct reports including a Finance Manager and a Document Controller. Key interfaces for this role include client representatives, internal company management, the O&M subcontractor, and other project stakeholders.
