About the Role

Work Gateway is seeking an experienced Personnel & HR Operations Manager to join a construction company in Jeddah, Makkah. This full-time role requires a specialist with comprehensive knowledge of Saudi government platforms and labor regulations. The position is open to Saudi Nationals Only, as per regulatory requirements.

Key Responsibilities

Oversee the Saudization (Nitaqat) strategy and ensure compliance with target bands.
Manage all transactions on government platforms, including Qiwa, GOSI, Mudad, Muqeem, Absher Business, Najiz, and TAM/Nitaqat.
Ensure full regulatory compliance across all HR operations.
Handle GOSI registrations, wage protection system (WPS) processes, and Mudad processing.
Oversee work permits, visa processing, and Muqeem transactions.

Qualifications and Requirements

Must be a Saudi National.
Bachelor's degree in HR, Business Administration, or a related field.
Proven experience as a Personnel/HR Operations Manager, with 5-10 years of relevant experience.
Expert knowledge of all Saudi government HR platforms.
Strong understanding of Saudi Labor Law and Saudization regulations.
Experience within the Construction industry is mandatory.

Required Skills

Proficiency in managing government platforms such as Qiwa, GOSI, Mudad, Muqeem, Absher Business, Najiz, and TAM/Nitaqat.
Ability to ensure regulatory compliance and manage HR operations effectively.
Strong organizational and communication skills.

Work Environment

This is a full-time position based in Jeddah, Makkah, within the construction sector. The role requires active engagement with government platforms and adherence to Saudi labor regulations.
